BRIEFING - ORANGE COUNTY MANPOWER COMMISSION AGREEMENT <br /> <br />The City Manager reviewed the major provisions of the proposed joint <br />powers agreement for the Orange County Manpower Commission, explaining <br />that the funding process had been modified from a federal-to-local dis- <br />tribution pattern to a federal-to-state-to-local pattern. He further <br />explained that the organizational structure had been changed to eliminate <br />some of the previous administrative structure. <br /> <br />The Manager reported the new Commission was to consist of a governing <br />board, advised by a Private Industry Council, with staff work by Orange <br />County personnel. He also noted the proposed agreement will require a <br />new relationship with the State of California, is intended to provide <br />more consistent auditing standards and stricter financial controls, and <br />provide opportunity for local groups to comment on employment services, <br /> <br />The Manager also mentioned that the intent of the new act was to focus <br />on the structurally unemployed, and that Santa Ana receives approximately <br />$2.7 million which is administered totally through sub-contractors, with <br />administrative costs of 8-9 percent. <br /> <br />EXECUTIVE SESSION <br /> <br />At 4:24 p.m., the Council recessed to Executive Session, and reconvened <br />at 5:33 p.m. No actions were taken out of Executive Session. <br /> <br />The Council immediately recessed to dinner with the Human Relations <br />Commission/Housing Advisory Commission at La Fiesta Restaurant, 819 S. <br />Main St. <br /> <br />Reconvene - 7:38 P.M. - City Councilmembers Acosta, Bricken, Griset, <br /> Johnson, Luxembourger, McGuigan, Young. <br /> <br />PLEDGE OF ALLEGIANCE <br /> <br />INVOCATION - <br /> <br />Pastor Jack Pettigrew, First Christian Church. <br /> <br />PROCLAMATIONS - <br /> <br />Proclamation presented by Councilmember Dan <br />Young, to Sherwin Basil, Director; Patricia <br />Young, Speech-Language Pathologist; and Maribeth <br />McCusken, Speech Language Pathologist, Riverview <br />Hearing, Speech and Language Centers, proclaiming <br />the month of May, 1983, as "Better Speech and <br />Hearing Month." <br /> <br />Proclamation presented by Councilmember Patricia <br />McGuigan, to Arla Crandall, President, Neighbor- <br />hood Watch Program, proclaiming the month of <br />May, 1983, as "Neighborhood Watch Month." <br /> <br />CITY COUNCIL MINUTES 157 MAY 16, 1983 <br /> <br /> <br />
