BRIEFING - ORANGE COUNTY MANPOWER COMMISSION AGREEMENT <br /> <br />The City Manager reviewed the major provisions of the proposed joint <br />powers agreement for the Orange County Manpower Commission, explaining <br />that the funding process had been modified from a federal-to-local dis- <br />tribution pattern to a federal-to-state-to-local pattern. He further <br />explained that the organizational structure had been changed to eliminate <br />some of the previous administrative structure. <br /> <br />The Manager reported the new Commission was to consist of a governing <br />board, advised by a Private Industry Council, with staff work by Orange <br />County personnel.
