MINUTES OF THE SPECIAL MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />June 30, 1983 <br /> <br />The joint meeting of the Santa Aha City Council and the Santa Ana Unified <br />School District Board of Education was informally convened at 6:09 p.m. <br />in the Community Room, Newhope Branch Library, 122 N. Newhope Street. <br />Present from the City of Santa Aha were Councilmembers John Acosta, Daniel <br />E. Griset, P. Lee Johnson, Patricia A. McGuigan, Dan Young and Mayor R.W. <br />Luxembourger. Also present were Assistant City Attorney Richard Lay and <br />Clerk of the Council Janice C. Guy. Present from the Board of Education <br />were President Ray Warren and Boardmembers Mary Pryer, Joan Wilkinson and <br />James Richards. Also present from the Board of Education staff were <br />Superintendent John Dunworth, Pat Browning, Anthony Dalessi and Charlotte <br />Davis. Councilmember Gordon Bricken arrived at 6:40 p.m. and City Manager <br />A. J. Wilson at 6:42 p.m. Wayne Rash, a member of the local press, was also <br />present. <br /> <br />Following refreshments, the meeting was formally called to order by Mayor <br />R.W. Luxembourger at 7:03 p.m. The Mayor led the assembled group in the <br />Pledge of Allegiance, followed by an invocation by Councilmember Bricken. <br /> <br />Dr. Anthony Dalessi gave a slide show presentation on Santa Ana and Santa <br />Ana Unified School District demographics, noting in particular the increase <br />in pupil population (and in the limited English speaking population) which <br />which had led to crowded schools, an increase in the number of year-round <br />schools, and overcrowding at Santa Aha High School. He added that the <br />School District anticipated continued growth. President Warren expressed <br />the need to understand the City's development program, particularly those <br />areas which might impact the School District. <br /> <br />Councilmember John Acosta left the meeting at 7:39 p.m. <br /> <br />City Manager A. J. Wilson outlined the City's redevelopment areas, noting <br />the original downtown project and pointing out four new areas recently <br />adopted--the Inter-City Commuter Station, South Main Street, North Harbor <br />Boulevard and South Harbor Boulevard project areas. He delineated the City's <br />commercial centers linked by multi-use corridors along which were anticipated <br />an increase in densities. He also indicated that 20 percent of the funds <br />generated as a result of the tax increment from the redevelopment project <br />areas would be allocated to neighborhood improvements. <br /> <br />Boardmember William May joined the meeting at 7:55 p.m. <br /> <br />Mayor Luxembourger expressed the need to plan ahead for the long-term future <br />and to improve communications between the two agencies present. The City <br />Manager indicated that a joint City/School task force was in the formative <br />stages and would consist of Boardmember James Richards, Councilmember P. Lee <br />Johnson, the principal of Greenville School and probably Pat Browning, the <br />Assistant Superintendent of the School District.
