MINUTES OF THE ADJOURIq~D REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />July 18, 1983 <br /> <br />The meeting was called to order by Mayor R. W. Lux~m~ourger at 12:38 p.m., <br />in Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present were Daniel Eo Griset, P. Lee Johnson, Patricia A. McGuigan, Dan <br />Young, and Mayor R. W. Luxembourger. Also present were City Manager <br />A. J. Wilson, Assistant City Attorney Richard lay, and Clerk of the <br />Council Janice C. Guy, as well as members of the City's Executive <br />Management Teamand the press. Councilm~mbers John Acosta and Cordon <br />Bricken arrived at 12:41 p.m., and 2:38 p.m., respectively. <br /> <br />BUDGET REVIEWSESSION <br /> <br />The City Manager announced that the budget session would consist of three <br />activities: an update on revenue sources, continued review of departmental <br />programs, and an overview of the capital improv~nent program. He <br />indicated that the State budget problems had not yet been resolved, with <br />the result that the City could not predict its revenues with certainty. <br />He noted that legislation had been prepared by the City Attorney to <br />finance the City's pension costs through installation of an additional <br />tax, and also suggested that the Council might wish to consider increasing <br />the transient occupancy tax. <br /> <br />Councilmembers discussed the possibilityof earmarking a portion of the <br />revenues from an increased transient occupancy tax for promotional <br />purposes, including such activities as marketing and City publications. <br />The Council also discussed the need to increase reserves for Workers' <br />Conpensation, and noted that approximately $1,000,000 would be needed to <br />fully fund the account. <br /> <br />The Manager reviewed programs contained in the Planning & Development <br />Services budget. The Director of Planning & Development Services <br />explained that the department itself was becoming increasingly <br />self-funding, and that additional revenues were anticipated for the <br />department from pre-sale inspections, a program currently under <br />development. He noted the department's intent to pursue enforcement <br />efforts aimed at eliminating large-scale violations and the need to <br />continue a policy of a combined incentive/enforcement approach to decrease <br />total violations. Ccuncilmembers expressed their concern that the City <br />had not allocated sufficient funds for code enforcement efforts. <br /> <br />The Council recessed at 2:M6 p.m., and reoonvened at 2:25 p.m., with all <br />Councilme~ers present, except Councilmember Bricken. <br /> <br />CITY COUNCIL MI~ 226 JULY 18, 1983 <br /> <br /> <br />
