CO~UNITY SPOTLIGHT - <br /> <br />Santa Ana Neighborhood Housing Service, <br />represented by Ina Bliss, Executive <br />Director and Ruby Gonzales, President. <br />City Seal Tile plaque and Certificate <br />of Appreciation presented by Councilmember <br />Dan Young. <br /> <br />James Harker, 695 Town Center, Costa Mesa, addressed Council on the <br />subject of employee negotiations. <br /> <br />Carmen Medina, 1234 S. Corte Drive, and Mary Yinquez, 1105 S. Gates, <br />addressed Council with a complaint relative to a recent Police raid. <br />matter was referred to staff. <br /> <br />The <br /> <br />Ralph Allen, 1002 River fane, addressed Council, stating that his firm had <br />received a lack of consideration for City projects. The Mayor requested <br />staff investigate the matter and communicate its findings to Mr. Allen in <br />a letter from the Mayor within two weeks. <br /> <br />The Mayor announced that Item Nos. 76 and 77 would be continued at the <br />request of the applicants. <br /> <br />75. FRENCH PARK HISTORIC DISTRICT SPECIFIC PLAN. <br /> <br />The Mayor opened the public hearing on the French Park Historic <br />District Specific Plan. <br /> <br />The Clerk of the Council reported one written communication received <br />from John Younkin relative to the rebuilding of properties after <br />natural disasters. <br /> <br />Councilmember Johnson requested that rebuilding of property after <br />such a loss be placed on the Council Referral list. Acting City <br />Manager Rex Swanson stated he would have a report for Councilmember <br />Johnson within 4-6 weeks. <br /> <br />The Director of Planning and Development Services presented the staff <br />report and recommendations. <br /> <br />The following persons spoke in favor of the French Park Historic <br />District Specific Plan and a slide presentation demonstrating <br />neighborhood rehabilitation efforts was given by Mr. Fraunfelder. <br /> <br />David Fraunfelder, 819 Spurgeon Street <br />Glory Ann Allender, 206 E.
