Adopt a resolution that amends the City's Basic Management <br />Classification and Compensation Plan (Resolution No. 91- 066) and <br />amends the Fiscal Year 2004 - 05 Annual Budget to reallocate two <br />positions. <br />2. Adopt an ordinance identifying the Deputy City Manager for <br />Development Services as on officer of the City. <br />3. Adopt a resolution that identifies the officers who would serve as <br />Acting City Manager if the City Manager is unavailable. <br /> <br />DISCUSSION <br /> <br />Consistent with the City's commitment to continuous improvement in service <br />delivery, a review of organizational structure was recently conducted to <br />determine the most efficient and effective method to manage the City's <br />development-related activities. As a result of this review, the City <br />Manager is proposing the creation of an executive management <br />classification titled Deputy City Manager for Development Services that <br />will be responsible for overseeing development-related activities city- <br />wide. The City Manager proposes to reallocate the current position of <br />Executive Director of Planning and Building to the new title at no change <br />in salary. In addition, the City Manager is proposing the reallocation of <br />the Planning Manager position to Executive Director of Planning and <br />Building Safety. This position will manage the operations of the Planning <br />and Building Agency and will be designated the City's building official <br />for signature purposes. <br /> <br />The City Manager also proposes appropriate changes to the Santa Ana <br />Municipal Code to align these actions with relevant sections concerning <br />titling and management succession in the event the City Manager is <br />unavailable. <br /> <br />50A-1 <br /> <br />cs. 383 <br />
