<br />RESOLUTION NO. 2005-050 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA TO AMEND RESOLUTION NO. 91-066 TO <br />EFFECT CERTAIN CHANGES TO THE CITY'S BASIC <br />CLASSIFICATION AND COMPENSATION PLAN FOR <br />EXECUTIVE AND MIDDLE MANAGEMENT, PROVIDE AN <br />INCREASE IN SALARY FOR THE UNREPRESENTED <br />EXECUTIVE MANAGEMENT CLASS OF EXECUTIVE <br />DIRECTOR OF PUBLIC WORKS (EM), AND AMEND THE <br />ANNUAL BUDGET TO REALLOCATE TWO FULL TIME <br />POSITIONS. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1: The City Council hereby finds, determines and declares as follows: <br /> <br />A. Section 1004, Article X of the City Charter of the City of Santa Ana <br />requires the City Manager to prepare, install and maintain a position <br />classification and pay plan subject to civil service rules and regulations <br />and the approval of the City Council. <br /> <br />B. On July 1, 1991, the City Council passed and adopted Resolution No. 91- <br />066, re-establishing the Basic Classification and Compensation Plan for <br />classes of employment designated as unrepresented Executive <br />Management (EM) and Middle Management (MM). <br /> <br />C. On June 21, 2004, the City Council passed and adopted Ordinance No. <br />NS-2653, which establishes the City's Annual Budget, authorizing position <br />allocations for Fiscal Year 2004-2005, and which sets forth the <br />requirement that alterations in the allocation of authorized positions be <br />reviewed and approved by the City Council. <br /> <br />D. The City Manager proposes to delete one unrepresented executive <br />management classification title, establish one new unrepresented <br />executive management title, increase the salary for the Executive Director <br />of Public Works (EM) and reallocate two positions in the current Annual <br />Budget. <br /> <br />E. It is now desired to amend Council Resolution No. 91-066, as amended, <br />and the Fiscal Year 2004-2005 Budget, as amended, in order to effect <br />these changes. <br /> <br />50A-3 <br />
