MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />March 17, 1984 <br /> <br />The meeting was called to order by Mayor R. W. Luxembourger at 9:20 A.M. <br />in Room 510, City Hall, 20 Civic Center Plaza. Councilmembers present <br />were John Acosta, Gordon Bricken, P. Lee Johnson, Patricia A. McGuigan, <br />Dan Young, and Mayor Luxembourger. Also present were City Manager <br />Robert C. Bobb, City Attorney Edward J. Cooper, Clerk of the Council <br />Janice C. Guy, as well as members of the City's management staff and <br />the press. Councilmember Dan Griset joined the meeting at 9:46 A.M. <br /> <br />The City Manager explained that the purposes of the meeting were as <br />follows: <br /> <br />1. A mid-year review of the 1983-84 budget; <br />2. Distribution of a proposed budget calendar; <br />3. Determination of Council priorities for the 1984-85 budget; and <br />4. Discussion of budget philosphy. <br /> <br />Assistant City Manager Dan Stone reviewed present and projected financial <br />trends, indicating inflation would continue at approximately the same rate <br />as 1983, in the 4% to 5% range. He reported on the City's revenues, <br />explaining anticipated increases and decreases in various funds, and also <br />covered department expenditures, noting that the overall budget picture <br />was positive. <br /> <br />He then reviewed the findings contained in the following reports: <br /> <br /> l. "Joint Report on Cost Analysis, Recreation, Parks and <br /> Community Services Program" dated February 17, 1984, <br /> prepared by the Director of Recreation, Parks and Community <br /> Services; <br />2. "Mid-Year Review of Traffic Revenue in 1983-84 Budget," <br /> prepared by Lt. Ken Hall of the Santa Ana Police Department, <br /> dated February 21, 1984; <br />3. "Council Study Session Mid-Year Review of Non-General Funds, <br /> 1983-84 Budgets," prepared by the Administrative Services <br /> Section, dated March 6, 1984; and <br />4. 1984-85 Fiscal Considerations contained in the report <br /> entitled "Council Study Session Mid-Year Review of General <br /> Fund 1983-84 Budget," prepared by Administrative Services <br /> dated February 21, 1984, <br /> <br />Assistant City Manager Stone then distributed two calendars relative to <br />budget work sessions -- one proposed for City Council and the second, <br />the departmental bud§et review schedule. <br /> <br />The City Manager then began a "brain storming session" on possible budget <br /> <br />CITY COUNCIL MINUTES 70 MARCH 17, 1984 <br /> <br /> <br />
