MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />March 19, 1984 <br /> <br />The meeting was called to order at 1:20 p.m. by Mayor R. W. Luxembourger, <br />in Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present were John Acosta, P. Lee Johnson, Patricia A. McGuigan, Dan Young <br />and Mayor Luxembourger. Also present were City Manager Robert C. Bobb, <br />City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy, as <br />well as members of the City's Executive Management staff, the public and <br />the press. Councilmembers Daniel E. Griset and Gordon Bricken joined the <br />meeting at 1:28 p.m. and 2:06 p.m. respectively. <br /> <br />WORK STUDY SESSION <br /> <br />BILLBOARD ORDINANCE <br /> <br />The Director of Planning and Development Services briefly reviewed the <br />process leading to development of the proposed billboard ordinance. He <br />indicated that certain areas of the City had been designated "critical <br />development" areas in which billboards would not be allowed; certain areas <br />were "permitted" areas in which billboards meeting specific development <br />standards would be allowed; and in "improvement" areas, placement of <br />billboards would be contingent upon relocation agreements. He stated the <br />Department's intents were to control off-premise advertising properly, to <br />improve the Department's administrative processes, and to see that <br />advertising continued as a viable business segment in the City. <br /> <br />Councilmembers discussed their concerns relative to the appeal process <br />which designated the Planning Commission the body with final <br />decision-making capability. After extended discussion by the <br />Councilmembers, the Director of Planning and Development Services <br />clarified that the appeal process specified in the ordinance pertained <br />only to review of architectural treatment. <br /> <br />ON-PREMISE SIGN POLICY <br /> <br />The Director of Planning and Development Services explained that <br />development of this policy had been in process for some time, and the <br />objectives relative to its implementation were to have a sign code that <br />was clearly understandable, that business could live with, and that could <br />be administered efficiently. He also indicated the intent was to reduce <br />the total number of on-premise signs in the City, which he felt would <br />improve the City's image overall. <br /> <br />CITY COUNCIL MINUTES 73 MARCH 19, 1984 <br /> <br /> <br />
