<br />The proposed project would continue as a service station <br />and would continue to involve the routine transportation, <br />handling or storage of large quantities of hazardous <br />materials. The proposed project would be required to comply <br />with local, state and federal requirements regarding the <br />handling and storage of hazardous materials. Compliance <br />with local, state and federal regulations regarding the <br />handling and storage of hazardous materials would reduce <br />potential hazardous material safety impacts to a level that <br />is considered less than significant. <br /> <br />C. Be located on a site which is located on a list of <br />hazardous material sites compiles pursuant to <br />Government Code Section 659662.5 and, as a result, <br />would it create a significant hazard to the public or <br />the environment? <br /> <br />Potentially Significant Unless Mitigation Incorporated <br /> <br />The project site is currently occupied by an existing <br />service station. In 1984 three gasoline underground storage <br />tanks were removed. Both soil and groundwater on the <br />project site was impacted by elevated levels of petroleum <br />hydrocarbons, including MTBE. In 2001, the Santa Ana <br />Regional Water Quality Control Board (SARWQCB) approved a <br />corrective action plan for the project site, which involved <br />the removal of 539 tons of soil and installation of <br />groundwater extraction system. To monitor the progress of <br />the clean up operations and the presence of contaminated <br />water, five monitoring wells were installed on the project <br />site. Subsequently, six additional monitoring wells were <br />installed on the project site. <br /> <br />Since 2001, quarterly status reports have been submitted to <br />the SARWQCB. The reports indicate decrease levels of <br />contamination. However, the existing monitoring wells would <br />still need to be active during the construction <br />and operation of the proposed project, until the time a <br />closure letter would be issued by the Regional Water <br />Quality Control Board. <br /> <br />Mitigation Measures <br /> <br />The approved site plan for the project shall show the <br />location of all monitoring wells on the project site. <br />The site plan shall reflect that the monitoring wells <br /> <br />13 <br /> <br />31A~44 <br />
