MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />April 9, 1984 <br /> <br />The meeting was called to order by Mayor R. W. Luxembourger, in Room 831, <br />City Hall, 20 Civic Center Plaza, at 5:55 p.m. Councilmembers present <br />were John Acosta, P. Lee Johnson, Patricia A. McGuigan, and Mayor <br />Luxembourger. Also present were City Manager Robert C. Bobb, City <br />Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy, as well <br />as members of the Executive Management team, the public and the press. <br />Councilmembers Daniel E. Griset and Dan Young arrived at 5:57 p.m. <br />Councilmember Gordon Bricken was absent. <br /> <br />WORK STUDY SESSION <br /> <br />A2 SITE <br /> <br />Deputy City Manager Swanson presented two concepts for potential <br />development of the A2 Site bounded by Ross~ 4th, Broadway and 5th Streets. <br />He indicated Concept "A" included a 22-story hotel/office building on the <br />west end of the site, a 9-story City Hall building with flanking <br />"storefront" wings on the east end, and a 7-level parking structure <br />located between the two edifices. He then described Concept "B," which <br />included one structure combintning three uses, with City Hall stories 1 <br />through 9; offices, stories 10 through 19; hotel, 20 through 31; and a <br />restaurant on the 32nd floor. The Deputy City Manager noted that the <br />potential developers were positive about undertaking such a project. <br /> <br />Councilmembers Young, Johnson, and McGuigan expressed their preference for <br />Concept "B." Councilmember Griset queried the staff regarding the <br />possiblity of dual towers on the site, but Swanson cited several negative <br />factors against this concept, particularly the need for the hotel to have <br />singular prominence as a landmark. CounciImember Acosta indicated he did <br />not favor either Concept "A" or "B," but would be in favor of design <br />competition for structures on the site. The Mayor noted that although he <br />had several concerns relative to site development, overall he favored <br />Concept "B." Vice Mayor Griset indicated that some thought should be <br />given to the possible renaming of Fifth Street, perhaps to coincide with <br />Center Point, the preliminary name given to the development. <br /> <br />The City Manager reported that more design concepts would be provided to <br />the Council at a later date. <br /> <br />The Council recessed at 7:07 p.m. and reconvened at 7:12 p.m., with the <br />same members present. <br /> <br />CITY COUNCIL MINUTES 128 APRIL 9, 1984 <br /> <br /> <br />
