RFP For Design Built Security Management System for the West Pumping Station RFP 05-035 Scope: The City of Santa Ana Public Works Agency, Water Resources Division is soliciting proposals for Design Build security management system for one of its existing pumping and reservoir stations. Designer/Contractor is to provide all necessary labor and material to install and commission, as "Turnkey" project, a Security Management System (SMS) for the West Pumping Station. The City wishes to install security cameras and motion detectors at three sites, which are the West Reservoir, Well 21 and Well 30. Also, an SMS Server Computer shall be installed at the City's Corporate Yard. The main communication paths shall be a broadband phone lines. The duration of the project is 45 calendar days starting when the notice to proceed is issued. The SMS will be constructed in accordance to a set of specification provided by the City. Copies of the specification are available from the City's purchasing department. A mandatory job walk will be held on April 27th at 9:00 am at 4426 West First Street. Attached is a map depicting the site. Proposals submitted from entities that did not attend the job walk will not be accepted. Proposals must comply with all provisions of the specifications. Specifications that will not be met must be listed in the proposal along with a statement explaining the exception. Bidding Criteria/Requirements: The contractor responsible for the installation of the equipment must be a licensed contractor with the State of California with a C-10 license. The entity providing the proposal for the SMS shall be qualified Security System installers with more than 5 years of experience in installation and integration of video surveillance security systems similar to this project. The proposal package shall include the following categories that will be used for their evaluation. The evaluation of the bids will be based on the information provided, only. The project will be awarded to the most responsible and responsive entity based on their technical proposal and price. 1. Statement of experience. 2. A list of equivalent projects with other organizations with a contact name and phone number (minimum of five contacts) 3. Identification of the bidders proposed project team key members, including the manager and engineer and installation crew and their experience as relevant to the project.
