MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />June 30, 1984 <br /> <br />The meeting was called to order at 9:37 a.m. by Mayor R. W. <br />Lux~n~bourger in Room 510, City Hall, 20 Civic Center Plaza. Council- <br />members present were P. Lee Johnson, Patricia A. McGuigan, Dan Young, <br />and Mayor Lux~nbourger. Also present were City Manager Robert C. <br />Bobb, City Attorney Edward J. Cooper, Clerk of the Council Janice C. <br />~uy, and m~mbers of the City's staff and the press. Councilmember <br />Daniel E. Griset joined the meeting at 9:45 a.m. Councilmembers John <br />Acosta, who had informed the Mayor that he would be unable to attend, <br />and Councilmember Gordon Bricken were absent. <br /> <br />The City Manager announced the appointment of Jan C. Perkins as Santa <br />Ana's Deputy City Manager of Operations, and briefly outlined her <br />extensive experience in the field and qualifications for the position. <br /> <br />WORK STUDY SESSION <br />1984-85 BUDGET <br /> <br />The City Manager introduced his budget, briefly highlighting some of <br />the major programs proposed for 1984-85 and explained the $142 million <br />budget containing 1,438 positions demonstrated Santa Ana's commitment <br />to excellence. <br /> <br />The Finance Director reviewed major revenue sources, including sales <br />tax, property tax, utility users' tax, motor vehicle tax, business <br />license tax, building permit fees, traffic fines, gas tax, water <br />funds, and a prior year balance of $1.5 million. <br /> <br />Council discussed briefly the revenue sources, and Councilmember <br />Griset requested that staff provide information on the percentage of <br />City subsidy whichwas required for street maintenance. <br /> <br />The Finance Director then discussed the City's Utility User Tax and <br />provided the Council with a survey of selected California cities which <br />demonstrated Santa Ana's tax rate was among those at the bottom of the <br />scale. The City Manager indicated that he planned to discuss with the <br />business cor~nunity a possible tax rate increase, which would be tied <br />to a Charter amendment constraining future increases to only those <br />approved by two-thirds of the voters. <br /> <br />CITY COUNCIL MINUTES 243 JUNE 30, 1984 <br /> <br /> <br />
