The Director of Finance reviewed the main elements of the November <br />ballot issue, "Jarvis IV," including bonded debt constraints, a new <br />definition of "appraised value," the refund of three years' prior <br />collections, constraints on formation of assessment districts, and <br />other similar elements. He indicated the succssful passage of this <br />constitutional ~endment would result in the loss of $1 to $1.5 mil- <br />lion in City revenues. <br /> <br />The Police Chief presented a video tape of the Police Department's <br />proposed programs for the budget year prepared by the Santa Ana Police <br />Training Department. He and C~L,L~nder Walters discussed many of the <br />Police Department's statistics, including personnel deployment, <br />response time, and other statistical data. <br /> <br />Councilm~mber Johnson requested that staff supply him with the day- <br />time popolation of Santa Ana. <br /> <br />The Police Chief explained at length a foot-patrol program being <br />proposed and responded to Councilmembers' questions on his progr~ns. <br /> <br />Councilm~ber Young requested again that a work study session be held <br />on Police/Cede Enforcement. Councilmember Young left the meeting at <br />11:57 a.m. <br /> <br />The Mayor requested that staff provide information regarding the <br />ticket revenue produced as a result of the street sweeping program, <br />and Councilm~mlber McGuigan requested the amount of income produced by <br />the Special Investigations Department. <br /> <br />The Council recessed at 12:03 p.m. and reconvened at 12:23 p.m. with <br />the s~emembers present. <br /> <br />The Fire Chief reported on a meeting of the County 5~ergency Medical <br />Services Committee he had attended, explaining the response to Santa <br />Ana's proposed paramedic system had been rather negative. He <br />explained the difference between autc~atic aid which is administered <br />city to city, and rm]tual aid which is administered through the County. <br /> <br />Councilmember Griset requested that a briefing doc~nent be prepared <br />for the Council regarding this subject and relating to the action <br />which had been taken concerning the termination of mutual aid agree- <br />ments with the City of Orange. <br /> <br />The Fire Chief and Division Chief Montgomery provided the Council with <br />n~erous statistics regarding Fire Depar~ent operations, including <br />the percentage of calls for medical aid, response times, and other <br />statistical data.
