<br />MacArthur Place South Findings and Facts in Support of Findings <br />Environmental Impact Report <br /> <br />4.2.4 Impacts Related to Hydrology and Water Quality <br /> <br />Potentiallv Significant Adverse Impacts Related to Hvdrologv and Water Qualitv <br /> <br />As discussed in Section 5.6, the construction and operation of the project could result in adverse <br />water quality impacts. Additionally, implementation of the project would change existing <br />drainage patterns. <br /> <br />Findings Related to Qperational Interior Hvdrologv and Water Qualitv Impacts <br /> <br />Mitigation measures and/or project enhancement measures have been incorporated into the <br />project, which avoid or substantially lessen the significant environmental effect as identified in <br />the EIR. <br /> <br />Facts in Support of the Finding Related to Hvdrologv and Water Qualitv Impacts <br /> <br />Implementation of mitigation measures HW-I, HW-2, HW-3, HW-4, HW-5, HW-6, HW-7, HW- <br />8, HW-9, HW-IO, and HW-II provided below, would substantially lessen the adverse impacts of <br />the MacArthur Place South project related to Hydrology and Water Quality impacts, and would <br />reduce this potentially significant adverse impact to below a level of significance. <br /> <br />HW -I Prior to occupancy of residential units, the project developer shall ensure that CC7Rs for <br />the community homeowners associations are recorded specifying maintenance <br />responsibilities for all BMP s identified in the Water Quality Management Plan. <br /> <br />HW -2 Prior to issuance of a grading permit for the project, the project developer shall prepare <br />and submit a Notice of Intent (NO!) to the State Water Resources Control Board <br />(SWRCB). The developer will also submit the NO! and the project Water Discharge <br />identification Number (WDIN) provided by the SWRCB to the City of Santa Ana City <br />Engineer. <br /> <br />HW -3 During all site preparation, grading and construction, the project developer shall ensure <br />that the project contractor complies with all applicable requirements of the NPDES <br />permit, the Drainage Area Management Plan (DAMP), and the City's Local <br />Implementation Plan (LIP). BMP s from the DAMP and the LIP will be implemented by <br />the project contractors, as appropriate during site preparation, grading and construction. <br /> <br />HW -4 Prior to issuance of a grading permit, the project developer shall prepare a Final Storm <br />Water Pollution Prevention Plan (SWPPP). This plan shall be submitted and approved by <br />the City Engineer prior to initiation of any grading activity. The project shall maintain the <br />S WPPP on the construction site throughout the construction period. <br /> <br />HW -5 During all site preparation, grading and construction, the project developer shall ensure <br />that its contractor implements the provisions of the SWPPP. <br /> <br />HW-6 Prior to the issuance of grading permits, the project developer shall submit a Final Water <br /> <br />Exhibit B <br />Page 20 of 38 <br /> <br />Page 20 <br />
