<br />MacArthur Place South Findings and Facts in Support of Findings <br />Environmental Impact Report <br /> <br />4.3.11 Population and Housing <br /> <br />Based on the analysis in Section 5.9 in the ErR, the increased housing units and population <br />associated with the project would not be in conflict with the City's growth projects, nor would <br />the project displace existing residential uses. No mitigation is required. <br /> <br />4.3.12 Geology <br /> <br />Based on the analysis summarized in Section 2.7 in the ErR, there is known earthquake faults, <br />landslides or unique geologic features on the project site, nor would the proposed project <br />involves the use of alternative wastewater or septic systems. No mitigation is required. <br /> <br />4.3.13 Biological Resources <br /> <br />Based on the analysis summarized in Section 2.7 in the ErR, the MacArthur Place South project <br />would not result in significant adverse impacts related to biological resources, threatened and <br />endangered species, wetlands or habitat conservation plans. No mitigation is required. <br /> <br />4.3.15 Mineral Resources <br /> <br />Based on the analysis summarized in Section 2.7 in the ErR, the project site does not contain any <br />mineral resources. No mitigation is required. <br /> <br />5.0 MITIGATION MONITORING PROGRAM <br /> <br />When making findings, CEQA requires that a lead agency must adopt a reporting or monitoring <br />program for the changes to the project that it has adopted or made a condition of project approval <br />in order to ensure compliance during project implementation. The Mitigation Monitoring <br />Program (MMP) for the MacArthur Place South project, accompanying the Final ErR, is <br />designed to serve this purpose for the mitigation measures identified in the Final ErR. The MMP <br />requires the City to monitor mitigation measures designed to reduce or eliminate significant <br />adverse project impacts, as well as those mitigation measures designed to reduce environmental <br />impacts that are less than significant. The MMP includes all mitigation measures identified in <br />the Final ErR and has been designed to ensure compliance during implementation of the project. <br /> <br />The City finds that the impacts of the project have been mitigated to the extent feasible by the <br />mitigation measures identified in the Final ErR and the MMP. The City adopts the MMP for the <br />MacArthur Place South project. The MMP designates responsibility and the anticipated timing <br />for the implementation of mitigation measures and conditions within the jurisdiction of the City <br />of Santa Ana.
