The short-term and long- <br />term unavoidable adverse impacts identified in <br />Environmental Impact Report No. 2004-02 as it <br />pertains to aesthetics, air quality, and traffic and <br />transportation, a statement of Overriding <br />Considerations could be issued by decision makers to <br />balance the economic, legal, social, and technological <br />and/or other benefits of this project against the <br />unavoidable environmental impacts. Any other <br />negative or adverse impacts will be mitigated through <br />mitigation measures identified in Environmental <br />Impact Report No. 2004-02. <br /> <br />iv. <br /> <br />That the granting of a variance will not adversely affect the <br />General Plan of the City. <br /> <br />. <br /> <br />The granting of the variance will not adversely affect <br />the General Plan of the City since the proposed <br />MacArthur Place South mixed-use project was <br />designed in conformance with City Zoning, <br />Development, and General Plan requirements except <br />for the parking, tandem parking and setback <br />requirements. The General Plan Land Use Element <br />Policy 1.3 states high-density residential development <br />within the City's District Centers as a part of a master- <br />planned mixed-use development is supported. Also, <br />Policy 2.2 supports commercial lad uses in adequate <br />amounts to accommodate the City's needs for goods <br />and services. <br /> <br />M. Applicant has requested approval of Variance No. 2005-07 to reduce the <br />required parking by 336 parking spaces and to allow 104 tandem parking <br />spaces, consisting of 52 end-to-end parking spaces, for the property <br />located at 10 East Hutton Centre Drive (Lake Towers). <br /> <br />1. The parking standard for this use is found in Santa Ana Municipal <br />Code Section 41-1322. <br /> <br />2.
