MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />July 7, 1984 <br /> <br />The meeting was called to order at 9:25 a.m. in Room 512, City Hall, <br />20 Civic Center Plaza, by Mayor R. W. Luxembourger. Councilmembers <br />present were Gordon Bricken, P. Lee Johnson, Patricia A. McGuigan, Dan <br />Young, and Mayor Luxembourger. Also present were City Manager Robert <br />C. Bobb, City Attorney Edward J. Cooper, and Clerk of the Council <br />Janice C. Guy, as well as members of the City staff and the press. <br />Councilmember Daniel E. Griset joined the meeting at 12:09 p.m.; <br />Counc£1member John Acosta was absent. <br /> <br />WORK STUDY SESSION <br /> <br />PLANNING AND DEVELOPMENT SERVICES BUDGET <br /> <br />The Executive Director of Community Development and Housing discussed <br />the major goals of his Department relative to neighborhood improve- <br />ment, code enforcement and advanced planning; demonstrated a continual <br />increase in revenues versus departmental operating costs; outlined <br />major projects under each of the functional areas in the Depart- <br />ment--Planning, Development Processing and Community Preservation; and <br />provided an organization chart which depicted staffing in each func- <br />tional area. He responded to Councilmembers' questions and comments. <br /> <br />MOTION: <br /> <br />Add five additional field inspectors to the <br />Neighborhood Improvement (Code Enforcement) <br />Program and one computer services staff member. <br /> <br />MOTION: Johnson SECOND: Bricken <br /> <br />VOTE: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Johnson, Luxembourger, Young <br />McGuigan <br />Acosta, Griset FILE 505 <br /> <br />Councilmember Young requested staff utilize a more aggressive approach <br />in the area of neighborhood integrity, indicating the program should <br />include housing replacement options. <br /> <br />Councilmember Bricken requested staff investigate City purchase of <br />substandard units as they come on the market and/or acquiring an <br />entire block for development of new housing.
