HOUSING BUDGET <br /> <br />The Executive Director of Human Resources (former Director of Housing) <br />discussed major goals of the Housing Department, including increased <br />housing production, a larger rehabilitation program, expansion of <br />single-family dwelling rehabilitations, and efficient operation of the <br />Housing Authority and contract housing services. He reviewed the <br />staffing plan of the Department for the coming year, indicating the <br />additional Housing Services Manager's salary would be paid by HUD. <br /> <br />Councilmembers commented on the Department's budget, noting that the <br />objectives needed to be more clearly identified. Councilmembers then <br />discussed the need to appoint new Housing Commissioners whose philoso- <br />phy would coincide with that of the Council. Councilmembers had sev- <br />eral questions with regard to the Mobile Home Mediation Service and <br />requested that its activity be more closely monitored, and the Coun- <br />cil provided with statistics regarding complaints and information on <br />the Service's use of funds. <br /> <br />At 11:40 a.m., Councilmember Bricken left the meeting. <br /> <br />COMMUNITY DEVELOPMENT BUDGET <br /> <br />The Executive Director of Economic Development gave a slide presenta- <br />tion, demonstrating clearly the evolution of the program and indicat- <br />ing the major achievements relative to commercial rehabilitation, <br />public improvements, and new construction. He stated that the Depart- <br />ment had switched from being a "regulator" to being a "stimulator" and <br />also from purely economic development to the attraction of investment <br />to Santa Aha. He then responded to Councilmembers' questions. <br /> <br />Councilmember Young expressed an interest in the projection of funds <br />generated by redevelopment, and Mayor Luxembourger noted a need to <br />improve communication, particularly to broadcast the City's progress. <br /> <br />Councilmember Griset joined the meeting at 12:09 p.m. <br /> <br />Councilmember McGuigan inquired as to the boundaries the Downtown and <br />expressed concern about possible overlap of the Business Improvement <br />District and the Downtown Business Commission.
