He <br />indicated that the downtown merchants had expressed a desire that the <br />Sw~p Meet be relocated before the Christmas season. <br /> <br />MOTION: <br /> <br />Direct the City Manager to cor~nunicate to <br />Rick Norton, the City's intent to change the <br />date of relocation frcm December 31, 1984 to <br />October 31, 1984. <br /> <br />MOTION: Young SECOND: Gr iset <br /> <br />VOTE: AYES: <br /> NOES: <br /> ABSENT: <br /> <br />Griset, Johnson, Young <br />Luxembourger <br />Acosta, Bricken, McGuigan <br /> <br />The motion failed. <br /> <br />Mayor Luxembourger explained that he felt the Swap Meet owner should <br />agree to the change in temination date prior to impl~nentatiun. <br /> <br />Councilm~nber Bricken joined the meeting at 2:08 p.m. <br /> <br />Councilmember Bricken expressed his opinion that the City needed to <br />d~nonstrate its ability to bargain in good faith and stated he was not <br />ready to support an action which might result in litigation. He <br />encouraged the staff to do whatever possible to facilitate the move of <br />the Swap Meet to a new site. <br /> <br />The Director of the Downtown Development Commission expressed his <br />opinion that the close proximity of the two ccmpetitive business <br />entities had worked a hardship on the downtown merchants. <br />Councilm~nber Young encouraged staff to assist both business groups. <br /> <br />In response to Councilmember Bricken's question, the City Manager <br />stated that staff wnuld advise the neighborhood prior to relocation of <br />the Swap Meet to a new site. <br /> <br />Councilmenbers then discussed their concerns relative to Consent <br />Calendar it~ns. <br /> <br />CITY COUNCIL MINUTES 316 AUGUST 20, 1984 <br /> <br /> <br />
