The Executive Director, Water Utilities, encouraged the Council to <br />consider deannexation fr~m the Municipal Water District of Orange <br />County, since the Municipal Water District would be assessing its <br />members this year to raise operating monies, and he felt Santa Ana's <br />benefits would not equal the $42,000 charge. The Water Utilities <br />Director provided a status report on the City's hydrogeneration <br />project at the Bristol Reservoir. <br /> <br />Mr. Garthe described plans to capture Santiago Creek water by M~D, <br />and the Green Acres project, a water reclamation program currently <br />in operation. <br /> <br />Business Incubator Center <br /> <br />The Economic Development Director reviewed briefly the City's plans to <br />establish a business incubator facility (a program to assist new <br />businesses) in the area just north of the Transportation Center. He <br />indicated the project would include a 20,000 square foot facility on a <br />1-acre site, and that both EDA and UDAG funds were being sought to <br />fund the project. The City Manager indicated a Board would be needed <br />to oversee the project. The Economic Develoument Director and City <br />Manager responded to Councilmembers' questions on the project. <br /> <br />Councilm~anber Griset expressed a desire that the program be a joint <br />venture with another entity and Councilmember Young noted a need to <br />lease the facility before proceeding with construction. <br /> <br />Industrial Development Bonds <br /> <br />The Economic Development Director provided the Council with an over- <br />view of the City's Industrial Development Bond program, including the <br />different types of bonding authority and recent Federal legislative <br />changes. He indicated the City expected to issue $75 million in <br />industrial bonds this year resulting in 3,000 jobs, either created or <br />retained by the City, and added that the City had been aggressive in <br />its use of this economic tool. The Economic Development Director also <br />distributed to Council an interview guide for business retention and <br />expansion and explained that the City would be implementing such a <br />program in the near future. <br /> <br />The Council recessed at 2:29 p.m., and reconvened at 2:43 p.m., with <br />all members present, except Councilmember Bricken. <br /> <br />Councilm~mlbers expressed their concerns regarding Consent Calendar <br />items. <br /> <br />EXECUTIVE SESSION <br /> <br />The Council recessed to Executive Session at 3:03 p.m., and reconvened <br />in the Council Chambers at 3:43 p.m., with the same members present. <br /> <br />CITY COUNCIL MINUTES 393 OCTOBER 15, 1984 <br /> <br /> <br />
