MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />December 3, 1984 <br /> <br />The meeting was called to order at 4:21 p.m., by Vice Mayor P. Lee <br />Johnson, in the Orange Room, Saddleback Inn, 1660 East First Street. <br />Councilmembers present were Wilson Hart, Patricia A. McGuigan, Dan Young, <br />and Vice Mayor Johnson. Also present were City Manager Robert C. Bobb, <br />City Attorney ~dward J. Cooper and Clerk of the Council Janice C. Guy, as <br />well as m~bers of the Urban Land Institute and Urban Innovation Group <br />staffs. Mayor Daniel E. Griset and Councilmembers John Acosta and R. W. <br />Luxembourger were absent. <br /> <br />Wayne Ratkovich, Urban Land Institute, introduced m~mbers of his staff and <br />explained the objectives of the ULI panel which were to assess development <br />potential and to propose urban design and architectural imDrovaments, as <br />well as development and impl~entation strategies for the City's downtown <br />area. He explained the ULI panel's interviews and assessment would <br />culminate in a report to the City Council and the co~nunity at 9:0~ a.m., <br />Friday, December 7, in the Council Chambers. He noted that ULI would be <br />working with the Urban Innovations Group from UCLA and that together they <br />hoped to produce a "do-able" project. <br /> <br />Councilmembers then expressed their opinions as to what they envisioned <br />for the downtown area. Councilm~nber Young ~mphasized a creative but <br />pragmatic approach to developing a "new downtown," which would be a hub of <br />activity, a major retail center, perhaps omphasizing tourism and Santa <br />Ana's County seat position. <br /> <br />Councilme~ber Hart urged that the City's historic past and ethnic <br />diversity be capitalized upon to preserve the downtown's charm. <br /> <br />Councilm~nlber McGuigan noted that retail activity must be considered, that <br />cons~-ners should be attracted frc~a outside the con*nunity and that the City <br />become an "18-hour," if not a "24-hour" City, indicating development of <br />"night life" for Santa Aha should be an integral part of the downtown's <br />design. <br /> <br />Vice Mayor Johnson expressed the need to attract and encourage consumerism <br />in the downtown area, as wall as develop first class dining facilities in <br />the downtown. <br /> <br />Councilmember Young stressed a need for a "live downtown," indicating the <br />City must pursue an urban versus a suburban future. <br /> <br />CITY COUNCIL MINUTES <br /> <br />454 <br /> <br />DECEMBER 3, 1984 <br /> <br /> <br />
