MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />December 17, 1984 <br /> <br />The meeting was called to order at 1:14 p.m., by Mayor Daniel E. <br />Griset, in Room 147, Council Chambers, 22 Civic Center Plaza. <br />Councilmembers present were John Acosta, wilson B. Hart, P. Lee <br />Johnson, Patricia A. McGuigan, Dan Young and Mayor Griset. Also <br />presentwere City Manager Robert C. Bobb, City Attorney ~ward J. <br />Cooper, Clerk of the Council Janice C. Guy, members of the City's <br />management staff, and the press. Councilmember R. W. Luxembourger <br />joined the meeting at 2:14 p.m. <br /> <br />ROSE PARADE UPDATE <br /> <br />The City Manager provided a status report on Santa Ana's Rose Parade <br />Float, indicating the theme of the float, "Architects of Freedem," <br />would be demonstrated through pictorial representation of four phases <br />of ~nerican history, that $18,500 had been received in donations to <br />date, and that the project was generating much enthusiasm in the <br />conmunity. He also informed the Councilmembers that the float would <br />contain over one million flowers, and that seven sets of identical <br />twins would ride on the 65-foot float. <br /> <br />BOWERS ~3SEUM PLANS <br /> <br />The City Manager briefly reviewed recent discussions with me,abets of <br />the Board of Trustees, the Foundation, and staff relative to <br />managoment of the Bowers Museum, indicating issues such as City <br />financial support, structure of a nine-member beard, staffing and <br />performance guidelines were still under discussion. <br /> <br />The Deputy City Manager of Operations noted that a market analysis for <br />the Museom had never been undertaken and that staff was recor~nending <br />distribution of a Request for Proposal to determine the type of a <br />cultural facility which would be feasible in the market area. The <br />Director of Conmunity Develol~nent reported that the newest approach to <br />museum develol~nent utilized mixed use projects which combined office, <br />museom and parking uses. <br /> <br />Staff responded to Councilmembers' questions regarding operations and <br />planning for the Museum's future. Jim Mitchell and Carol Kawansmi of <br />the Board of Trustees, and Marilyn Neilsen from the Musesm's <br />Foundation, spoke on the ssme subjects. <br /> <br />CITY COUNCIL MINUTES <br /> <br />474 <br /> <br />DECE~ER 17, 1984 <br /> <br /> <br />
