<br />Riverview Starbuck <br />Initial Study/Mitigated Negative Declaration <br />ER 2004-251 <br /> <br />Proposed Project <br /> <br />The proposed project involves the construction of two <br />restaurants, a Starbuck coffee shop and spec restaurant <br />building. In conjunction with the construction of the <br />Starbuck restaurant, the applicant is requesting approval <br />of a conditional use permit to allow drive through window <br />service. Additionally, the applicant is requesting approval <br />of a variance to allow a reduction in required parking for <br />the two proposed restaurants. <br /> <br />Setting <br /> <br />The project sites are two building sites located within the <br />ii-acre Riverview West Market Place near the intersection <br />of McFadden Avenue and Harbor Boulevard. The Riverview West <br />Marketplace is an existing commercial center consisting of <br />approximately 270,000 square feet of commercial retail <br />area. The proposed Starbuck restaurant would be constructed <br />between two existing restaurant pads along Harbor <br />Boulevard. The other proposed restaurant would be <br />constructed between two existing restaurant pads along <br />Edinger Avenue. <br /> <br />The project area is situated within <br />surrounded by commercial retail and <br />single family residential to the <br />retail to the east and west. <br /> <br />an urban setting and is <br />a school to the north, <br />south and commercial <br /> <br />The project <br />Specific Plan <br />designation of <br /> <br />site is located within the <br />zoning district and has a <br />General Commercial. <br /> <br />North Harbor <br />General Plan <br /> <br />Project Description <br /> <br />The proposed project involves the development of 1,750 <br />square foot Starbucks restaurant with drive through window <br />service.
