<br />The applicant is requesting approval of a variance to allow <br />for 157 parking space reduction to the existing center to <br />allow for the construction of the two restaurants. <br /> <br />ENVIRONMENTAL ANALYSIS <br /> <br />The following is an environmental analysis on the proposed <br />project based on the City of Santa Ana CEQA Environmental <br />Checklist Form. The analysis incorporates by reference the <br />analysis and findings provided in the City of Santa Ana <br />General Plan Land Use Element EIR. For each environmental <br />issue, the analysis identifies the level of impact that is <br />anticipated to occur. Where applicable, mitigation measures <br />have been identified to reduce potentially significant <br />impacts. <br /> <br />I . AESTHETICS <br /> <br />A. Have a substantial adverse effect on a scenic vista? <br /> <br />B. Damage scenic resources, including but not limited to <br />trees, rock outpourings and historic buildings within <br />a State highway? <br /> <br />No Impact <br /> <br />According to the City's General Plan Land Use Element EIR, <br />the project site is void of any scenic vistas or scenic <br />resources. Additionally, there are no scenic resources <br />associated with a State Highway within the vicinity of the <br />project site. Therefore, implementation of the proposed <br />project would not result in adverse impacts to any scenic <br />resource. <br /> <br />C. Substantially degrade the existing visual character or <br />quality of the site and it's surrounding? <br /> <br />Less Than Significant Impact <br /> <br />The project site is located within the North Harbor <br />Specific Plan and subject to the specific plan design <br />guidelines. The Specific Plan establishes design guidelines <br />to guide the development of projects within the specific <br />plan area. Through the City's site plan review process the <br />proposed project has been determined to be consistent with <br />the design guidelines in the North Harbor Specific Plan. <br />Therefore, implementation of the proposed project would not <br /> <br />2 <br /> <br />31A-26 <br />
