MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />March 18, 1985 <br /> <br />The meeting was called to order at 1:15 p.m., by Mayor Daniel E. <br />Griset, Room 147, Council Chambers, 22 Civic Center Plaza. <br />Councilmembers present were John Acosta, Wilson B. Hart, P. Lee <br />Johnson, Patricia A. McGuigan and Mayor Griset. Also present were <br />City Manager Robert C. Bobb, City Attorney Edward J. Cooper and Clerk <br />of the Council Janice C. Guy. Councilm~mbers Dan Young and R. W. <br />Luxembourger joined the meeting at 1:33 p.m. and 1:39 p.m., <br />respectively. <br /> <br />WORK STUDY SESSION <br /> <br />Bowers Musetm~Board of Governors <br /> <br />Deputy City Manager Perkins and Bowers Museum Director Lee presented a <br />proposed structure for governance of the Bowers Museum to the Council, <br />indicating the Board of Governors would be composed of seven Council <br />appointees, the City Manager of the City of Santa Ana, and the <br />President of the Bowers Muse~n, with each rm~nber to have a specific <br />area for oversight of the Museum's internal operations. Council- <br />m~nbers expressed approval of the proposed structure but concern that <br />all members must be qualified electors of the City. The City Manager <br />and City Attorney suggested that a non-profit corporation he created <br />in lieu of a City Comnission, to eliminate the requirement that the <br />governors be Santa Ana residents with the by-laws of the corporation <br />requiring Council approval of any appointments to the Board of <br />Governors. <br /> <br />MOTION: <br /> <br />Direct the City Attorney to prepare the appropriate <br />documents to establish a non-profit corporation to <br />operate the Bowers Museum, including clauses which <br />would permit appointment of non-City residents to the <br />corporation board and by-laws approval by the City <br />Council; and return an impl~nentation report to the <br />Council in 30 days. <br /> <br />MOTION: Johnson SECOND: Hart <br /> <br />VOTE: <br /> <br />AYES: <br /> <br />NOES: <br />ABSENT: <br /> <br />Acosta, Griset, Hart, Johnson, Luxembourger, <br /> McGuigan, Young <br />None <br />None FIT~ 215 <br /> <br />CITY COUNCIL MINUTES <br /> <br />105 MARCH 18, 1985 <br /> <br /> <br />
