Emergency Medical S~;st~ms <br /> <br />The City Manager presented a report to the Council on Emergency Medi- <br />cal Services which implamented the Council action of August 20, 1984, <br />retaining paramedic services within the Fire Department and continuing <br />the tax subsidy for the program. Deputy City Manager Perkins reported <br />to the Council the findings and recommendations contained in the <br />Study dated March 19, 1985, outlining such provisions as the need to <br />establish a separate Emergency Medical Services division in the Fire <br />Department, to raise paramedic service fees, to install a subscription <br />program, to provide continuing education for paramedics, to establish <br />a Quality Assurance Review Board and an Emergency Medical Services <br />Advisory C~ission. She explained that the program would not have <br />full-cost recovery, reflected increased costs for paramedic services, <br />and did not include centralized dispatch. Councilm~nbers co~ented on <br />the program and raised concerns regarding staffing, marketing of the <br />program, cc~unications/dispatch and program financing, including the <br />subscription rate level. <br /> <br />The Council recessed at 2:35 p.m., and reconvened at 2:50 p.m., with <br />all Councilmembers present. <br /> <br />Corridor Development Fees <br /> <br />The Executive Director of the Public Services Agency provided an over- <br />view of the County's proposed major thoroughfare and bridge develop- <br />ment program, indicating the San Joaquin Corridor was projected to <br />cost $350 million, the Eastern Corridor, $250 million, and the Foot- <br />hill Corridor, $420 million. He explained the purposes of the program <br />were to relieve congestion on existing freeways and to assist develop- <br />ment, noting that an assessment would be levied on developers with the <br />assessment fee to be dete~minedby proximity to the freeway, as well <br />as trip ends. Councilmembers discussed extensively the proposed cor- <br />ridor program and requested the City Manager prepare a statement of <br />endorsament relative to the San Joaquin Corridor program and rejection <br />to the Eastern/Foothill Corridors. See Minutes page 12~. <br /> <br />Councilm~nbers discussed their concerns relative to Consent Calendar <br /> <br />The Council recessed at 4:07 p.m., and reconvened at 4:14 p.m., in the <br />Council Chambers. <br /> <br />CONSENT CALENDAR <br /> <br />The Mayor announced that the Minutes of the Regular Meeting of <br />March 4, 1985 were to be approved, but that c~L,,,ents by Councilmember <br />Acosta during Oral Co~a~unications should be added by the Clerk. Itam <br />Nos. 2C and 19C were ramoved fram the Consent Calendar. Item No. 12A <br />was deferred to the evening session.
