<br />EXHIBIT A <br /> <br />TITLE II, PART B FORMULA GRANT AGREEMENT <br />STANDARD CONDITIONS <br /> <br />ARTICLE 1. <br /> <br />DEFINITIONS <br /> <br />The following terms shall have the meaning hereafter ascribed to them unless the context <br />clearly requires a contrary meaning: <br /> <br />"Allowable (eligible) Expenses" means reasonable and necessary project costs actually <br />incurred which are otherwise eligible for grant funding pursuant to this Grant Agreement and <br />federal and state laws, rules, regulations, guidelines, and policies. <br /> <br />"Board" means the State of California Board of Corrections. <br /> <br />"Grantee" means the contractor identified on the Standard Agreement. <br /> <br />"Eligible Costs" see "Allowable Expenses". <br /> <br />"Ineligible Project Costs" means all costs which are not eligible for grant funding pursuant to <br />this Grant Agreement and federal and state laws, rules, regulations, guidelines, and policies <br />even though incurred by the Grantee, including those that are determined by the Board to be <br />unreasonable or unnecessary costs. <br /> <br />"Project Costs" means eligible federal grant and match funds expended on allowable <br />(eligible) expenses. <br /> <br />"Standard Agreement" refers to the express, written contractual document between the State <br />of California and the Grantee Agency. <br /> <br />"Supplant" means to deliberately reduce federal, state, or local funds because of the <br />existence of grant funds. For example, when non-Board grant funds are appropriated for a <br />stated purpose and Board grant funds are awarded for the same purpose, the Grantee <br />replaces its non-Board funds with Board grant funds, thereby reducing the total amount <br />available for the stated grant purpose. Board grant funds must be used to supplement <br />existing funds for program activities and not replace those funds that have been appropriated <br />for the same purpose.
