2.23 Invoices: <br />Terms for invoices submitted to the City will be N-45 DOI (payment due forty-five (45) days from date of <br />invoice) and can be submitted monthly or submitted when specific stages have been completed. All work <br />will be finished and a final invoice will be submitted before October 31, 2005. From time of award of <br />Contract (anticipated to be July 5, 2005) to completion date (October 31, 2005) leaves very little time for <br />the successful implementation of a system of this magnitude in the Santa Ana Police Department and a <br />fundamental change in workflow for the Forensic Services Section. Every precaution must be made to <br />ensure that there are no delays in execution of a Contract, issuance of a Purchase Order, and payment of an <br />initial deposit for hardware purchase. In addition, Linear Systems will need to rely on availability of City <br />and Police personnel resources to integrate the DIMS® Systems into the existing network infrastructure. <br />See: 2.13 Terms and Conditions <br />2.24 Termination: <br />Termination. Since this agreement is to provide computer hardware, software, and services to the City of <br />Santa Ana and since both Linear Systems and the City of Santa Ana will commit significant investments of <br />both time and money, it is highly desirable that nothing should cause termination of the said agreement <br />and/or Contract. <br />3.1 System Demonstration: <br />Linear is able to demonstrate the complete system in several live environments including at Linear Systems <br />facility in Rancho Cucamonga or at a variety of customer sites in the United States. The agency with the <br />requirements closest to that of the Santa Ana Police Department and with the most complex installation and <br />implementation is Las Vegas Metro Police Department. That system will be available for viewing, <br />demonstration, and testing with several days notice. In addition, Linear Systems can provide working <br />software and several components of the DIMS® Solution to the City for testing at the Police Department. <br />3.Ia System Components: <br />Linear DIMS® software solution is compliant with California DOJ and State of California guidelines for <br />Digital Image Management. <br />Cal -OSHA Letter 1998 RAW Format (Attachment #7). <br />Cal -OSHA Letter 2005 Digital Transition (Attachment #8). <br />DIMS® software inherently includes multi-level security including; written Policies and Procedures, <br />network access protocols, DIMS® access restrictions, read-only files, redundant and separate case files and <br />archive files, RAW camera authentication. JPEG and RAW verification/authentication using hashing and <br />checksum technology, encryption and active virus scanning for movement of images over the network, <br />manifest and receipt files for every transaction, log files for every image, log files for every Download <br />Station, Master Log on DIMS® ImageServer, biometric user identification for download and access, pattern <br />matching for data entry, double case numbers entry, DIMS® ServerSync for redundant archives, PDD <br />WORM technology for chain of custody, Administrator defined user download options, unique and secure <br />serial numbered CD or DVD output, password protection of setup in DIMS®, and a high level of simplicity <br />and automation to eliminate mistakes. DIMS® is capable of rapidly retrieving and archiving very large <br />quantities of photographic, video, and audio evidence.
