Deputy CityManager Rex Swanson delineated four major develoument zones in <br />the downtown area, including the financial district, the Civic Center, an <br />area to the south of Civic Center, and a fourth, east of Main Street. On a <br />map of the downtown area, he pointed out all the City's downtown <br />redevelopment projects indicating they fell into three categories --those <br />which had been completed, those under contract and those still in <br />negotiations. He outlined potential uses for five types of development <br />including residential projects, cc~mercial retail development, historic <br />rehabilitations, co~ercial/office development and entertair~nent uses, <br />including a sports arena, theaters and restaurants. <br /> <br />The City Manager distributed a form to the Council for the Councilm~mbers <br />to express their preferences relative to land use in each of the zones <br />described by the Deputy CityManager. <br /> <br />The following persons addressed Council and spoke regarding various <br />aspects of the Urban Land Institute's reco~nendations, including but not <br />limited to, the need for more time to study the Urban Land Institute <br />report, protection fr~ ~inent domain for 20 years for owners who had <br />already rehabilitated their buildings, develo~m]ent of a Hispanic market, <br />use of the Swap Meet as a retail anchor for downtown business, development <br />of the Logan Neighborhood, affordable housing, further public hearings, <br />lack of sensitivity regarding those of lower socio-economic status, better <br />co~a~unications between the City and the community, displacenent of <br />Hispanics, a holistic sense of involv~nent on the part of the co~z~unity, <br />an atmosphere of cohesiveness building trust in the c(mmunity, and the <br />establishment of priorities, including reducing the current vacancy factor <br />in the downtown: <br /> <br />Bob Lopez, 1535 E. 17th Street <br />Manuel Esqueda, resident <br />Sam Rc~ero, Logan Area resident <br />Josephine Andrade, 935 Logan Street <br />Pete Major, 923 No. Olive Street <br />Luis Olivos, Jr. <br />Miguel Pulido, Ace Muffler Owner <br />Ralph All,n, 1002 River Lane <br />Marty Mora, 2423 S.
