Ms. Fairbanks is a registered Civil <br />Engineer in California with sixteen years experience. She has worked on numerous water distribution <br />projects including the River Mountain Pumping Station for Southern Nevada Water Authority. She has <br />extensive construction management experience, has worked with several local contractors and is the <br />Responsible Managing Employee for M &E General Engineering Contractor license. Mr. Ashok <br />Dhingra, Principal -in- Charge, is a hands -on engineer and worked on several projects for the City with his <br />previous employer. <br />Given that this project is partially funded with a Federal E.P.A. grant, we feel good that M & E, in taking <br />a lead role, and N3 ill be able to comply with the fullest extent possible the "Fair Share" objectives for <br />MBE and WBE engineering firms which for design services are 20% and 31% respectively. Our proposal <br />team includes Water Resources Engineering, Inc. (WRE) and Group Delta Consultants, both MBE firms. <br />Also Olivia Chen Consultants (OCC) and ProjectLine Technical Services are both WBE firms. We have <br />excellent working relationships with all of these firms. Our proposed team has the participation of MBE <br />firm at 20% and WBE firms at 48% with balance of the effort provided by M &E. <br />We believe selecting the M &E team offers significant benefits to the City: <br />• Well seasoned and experienced Project Manager and Principal -in- Charge with full authority for <br />staffing and thorough knowledge of local conditions, and located within minutes of the City's offices. <br />• Three of the five firms represented by our team are based in Orange County <br />• MBE and WBE participation will be greater by 33% than required by Fair Share Goals (total <br />participation is 68 %, required 51 %). <br />• A committed team with a project delivery goal to be within schedule and budget. <br />Should there be any questions, please call me at 909 -224 -3160 (cell) or 714 -567 -2631. <br />t Respectfully Submitted, <br />METCALF & EDDY, Inc. <br />Ashok K.
