We propose Ms. Luanne Fairbanks as the Project Manager. Ms. Fairbanks is a registered Civil Engineer in California with sixteen years experience. She has worked on numerous water distribution projects including the River Mountain Pumping Station for Southern Nevada Water Authority. She has extensive construction management experience, has worked with several local contractors and is the Responsible Managing Employee for M &E General Engineering Contractor license. Mr. Ashok Dhingra, Principal -in- Charge, is a hands -on engineer and worked on several projects for the City with his previous employer. Given that this project is partially funded with a Federal E.P.A. grant, we feel good that M & E, in taking a lead role, and N3 ill be able to comply with the fullest extent possible the "Fair Share" objectives for MBE and WBE engineering firms which for design services are 20% and 31% respectively. Our proposal team includes Water Resources Engineering, Inc. (WRE) and Group Delta Consultants, both MBE firms. Also Olivia Chen Consultants (OCC) and ProjectLine Technical Services are both WBE firms. We have excellent working relationships with all of these firms. Our proposed team has the participation of MBE firm at 20% and WBE firms at 48% with balance of the effort provided by M &E. We believe selecting the M &E team offers significant benefits to the City: • Well seasoned and experienced Project Manager and Principal -in- Charge with full authority for staffing and thorough knowledge of local conditions, and located within minutes of the City's offices. • Three of the five firms represented by our team are based in Orange County • MBE and WBE participation will be greater by 33% than required by Fair Share Goals (total participation is 68 %, required 51 %). • A committed team with a project delivery goal to be within schedule and budget.
