The Director explained that in addition to improving cor~nunications <br />with citizens, CATV could be used to inform citizens of City services <br />and programs at hours convenient to the viewer, and that funding for <br />such activity is currently available as a result of the franchise <br />agreement the City has with Group W. The Executive Director of Cor~u- <br />nications and Marketing indicated that the program required three <br />full-time positions (which had previously been approved by Council) <br />for which recruitments were underway. She noted the City would ini- <br />tially broadcast 20 hours per week when in full operation. <br /> <br />Councilmembers pointed out that scme of the policies in the planning <br />docament needed to be more clearly defined, progra~ning would have to <br />be exciting to maintain viewership, and the City would need an <br />aggressive marketing effort to make people aware of the CATV programs. <br /> <br />The City Manager suggested that Councilmembers thoroughly review the <br />written plan and prepare their co~ments for a future meeting when he <br />would bring the impl~nentation back to th~ to consider for adoption. <br /> <br />Refuse Collection Issue <br /> <br />The City Manager informed Councilm~mbers that negotiations were going <br />on between the trash haulers with which the City contracts and the <br />Teamsters Union. He noted that the trash haulers contract with their <br />employer expired at midnight, May 21, 1985, and that if issues were <br />not resolved between the parties involved, a strike could occur. The <br />Manager indicated he would keep Councilmembers informed as the situa- <br />tion progressed. <br /> <br />Corridor Fee Issue <br /> <br />The Executive Director of the Public Services Agency presented <br />alternative configurations of assessment areas which would be utilized <br />to generate development fees for the Eastern Foothill and San Joaquin <br />Corridors. He suggested that the City would benefit more frc~ an <br />extension of the 57 Freeway through the City and described an assess- <br />ment area which could generate development fees for this alternative <br />corridor. The Mayor reminded Councilme~bers of the wide scope of <br />transportation issues which impact the City because of its geographic <br />location, and urged th~ to consider the issue of transportation cor- <br />ridors as more than just the Eastern Foothill and San Joaquin corri- <br />dors. <br /> <br />Councilm~bers discussed their concerns with respect to Consent <br />Calendar items.
