Department <br /> <br />Annual Performance and <br />of Housing and Urban <br /> <br />By a vote of 5:0 (Rodriguez absent) at its Regular Meeting of September 6, <br />2005. <br /> <br />DISCUSSION <br /> <br />The Consolidated Five Year Plan is a comprehensive planning document that <br />identifies a jurisdiction's overall need for affordable and supportive <br />housing, community development programs, social services and economic <br />opportunities. The plan outlines a strategy for using four federal <br />programs and other resources to meet those needs. Those programs are <br />Community Development Block Grant (cDBG), Emergency Shelter Grant (ESG), <br />HOME Partnership (HOME), and Housing Opportunities for Persons with AIDS <br />(HOPWA). The Plan also identifies five-year numeric goals for meeting the <br />needs that the jurisdiction will seek to achieve during the period covered <br />by the Plan. <br /> <br />As part of the Consolidated plan process, the City is required to submit <br />annually a Consolidated Annual Performance and Evaluation Report (CAPER), <br /> <br />190-1 <br />
