The CAPER describes the acti vi ties and accomplishments for <br />these federal programs during fiscal year 2004-05, and the City's success <br />in achieving the five-year objectives that were established in the <br />Consolidated Five Year Plan. Fiscal year 2004-05 is the last year covered <br />by the Consolidated Five Year Plan for 2000-04. On August 16, 2005, a public notice was published in <br />the Orange County Register indicating that the draft report was available <br />for review beginning August 17, 2005. The minimum 15-day public comment <br />period closed at noon on September 6, 2005.
