This <br />advisory board also brings key community contacts together resulting in <br />enhanced coordination of program delivery and resource utilization. <br /> <br />· As a participant in the Continuum of Care Community Forum and the HIV <br />Planning Council, the City can ensure barriers created by regional institutional <br />structures that address the needs of the homeless and individuals with HIV/AIDS <br />are identified and addressed through the coordinated use of limited funds. <br /> <br />· The City continued to encourage home ownership to promote neighborhood <br />stability. This was accomplished by continuing a relationship with the County of <br />Orange in order to implement the MCC program and sustaining partnerships with <br />agencies such as Habitat For Humanity. Unfortunately, with a median home <br />purchase price in excess of $600,000 for Orange County, and $400,000 for <br />Santa Ana, lower income households have been priced out of the home- <br />purchase market. <br /> <br />· Linked rehabilitation incentives with coordinated Code Enforcement efforts. The <br />City made resources available to existing or prospective rental property owners <br />to eliminate building code deficiencies. Once improved these units expanded <br />the supply of standard housing in the City. <br /> <br />· Neighborhood residents were encouraged to participate in the preparation and <br />implementation of neighborhood assessments and plans. Santa Ana's <br />Neighborhood Improvement Program provided the means to facilitate this <br />participation. Key City staff members (i.e., District Managers) are assigned to <br />one of three geographic areas of the City. This staff is responsible for <br />coordinating the implementation of housing and community projects within their <br />district and interacting with the City's 60 neighborhood associations. This <br />coordination includes working with other city departments, public utilities, <br />property owners, tenants, nonprofit agencies and the school district. <br /> <br />5. ACTIONS TO IMPROVE PUBLIC HOUSING AND RESIDENTS INITIATIVES: There is no public <br />housing located in the City of Santa Ana. <br /> <br />6. ACTIONS TAKEN TO EVALUATE AND REDUCE LEAD BASED PAINT HAZARDS: Lead paint <br />hazards are typically found in buildings constructed prior to 1978 - the year lead <br />based paint was removed from the U.S. consumer market.
