<br />period, 251 owner-occupied housing units and 454 renter-occupied housing units <br />were added to the City's inventory of affordable housing and/or preserved. <br />Additionally, over 33,000 housing units were inspected for code violations during this <br />five-year period, Expanding homeownership opportunities helped stabilize <br />neighborhoods - primarily due to increasing home values, only two households were <br />assisted during the 2004-2005 report period; however, 51 first time homebuyers <br />have been assisted over a five-year period. <br /> <br />· The City's Continuum of Care system continued to address the housing and service <br />needs of the City's and the region's homeless families and individuals. Components <br />of the City's system of care carried out during the report period included supportive <br />services, homelessness prevention, emergency shelter, transitional housing, and <br />access to permanent housing. The needs of homeless with special needs (e,g., <br />victims of domestic violence, persons living with HIV/AIDS, and the chronic <br />homeless) were also met by Santa Ana's Continuum of Care system. These <br />program efforts helped address priority needs identified in the City's Consolidated <br />Plan, <br /> <br />· Various programs, including the Work Force Investment Act resources, addressed <br />employment training and job placement needs. The State designated Enterprise <br />Zone, and Redevelopment funded business attraction and retention programs <br />provided economic opportunities to City residents. During the report period, the City <br />also continued implementation of its HUD-approved Empowerment Zone (EZ) <br />strategy. <br /> <br />· In order to meet the changing needs of the community, the City supported public <br />services and public facility improvement projects. Public services for lower income <br />youth and seniors help stabilize households by providing services such as <br />medical/dental care, family counseling, recreation, and nutrition programs. While <br />EZ resources were also utilized to address community priority needs identified in the <br />City's 2000 - 2004 Consolidated Plan, the primary focus of EZ resources was <br />changed by HUD in 2002, therefore some planned uses of EZ resources to meet <br />Consolidated Plan five-year goals fell short. <br /> <br />b. What indicators would best describe the results? <br /> <br />Comparing actual versus planned accomplishments is perhaps the best means <br />currently available to measure results of program efforts, <br /> <br />· Overall, the City exceeded housing goals for the 2004-2005 report period. On a <br />five-year basis, the City exceeded most housing goals; especially those focused on <br />Extremely Low- and Very Low-Income households. <br /> <br />· In total, homeless service providers that received monetary assistance from the City <br />met planned goals for the 2004-2005 report period; over a five-year period the City <br /> <br />27 <br /> <br />9/7/05 <br /> <br />190-31 <br />
