<br />expended on upgrading park and recreation facilities at community centers/parks <br />located in the City's low- and moderate-income areas, Additionally, CDBG <br />resources were utilized to undertake several street improvement projects in the <br />City's CDBG-eligible neighborhoods. These projects will have a positive impact on <br />the quality of life for Santa Ana's residents. <br /> <br />The Planning and Building Agency was allocated approximately $2 million for code <br />enforcement activities. This program provided building and housing code <br />inspections throughout the City to ensure compliance with the Santa Ana Municipal <br />Code and ensured that minimal health and safety standards were maintained in <br />deteriorating areas. CDBG funds are utilized to pay for a portion of staff costs to <br />implement this program in target neighborhoods. <br /> <br />Finally, the City addressed the social service needs of the community. Many of the <br />public services funded by the City are key elements to its strategy to reduce the <br />number of families living at or below poverty. Services were provided to 8,413 <br />youths during the report period. Youth services included education, after-school <br />recreation/education, and various cultural arts programs. Programs such as home <br />delivery/congregate site meals and referral services addressed the needs of 1,573 <br />Santa Ana senior citizens. Other CDBG funded public services included public <br />safety, mediation/restitution, counseling, drug diversion, and medical/dental care. <br /> <br />Based on the 2004 CDBG Financial Summary Report (Exhibit No.4), 100% of <br />CDBG funds were expended for the benefit of low- and moderate-income <br />households and individuals. <br /> <br />B. NATURE AND REASONS OF CHANGES IN PROGRAM OBJECTIVES <br /> <br />There were no major changes to CDBG program objectives during the report period. <br /> <br />C. ASSESSMENT OF EFFORTS TO CARRY OUT PLANNED ACTIONS AS PART OF <br />CERTIFICATIONS <br /> <br />1. PURSUIT OF ALL RESOURCES THE GRANTEE INDICATED IT WOULD PURSUE: Pursuant to the <br />2004 - 2005 Annual Action Plan, the City sought a variety of funding sources to <br />support its efforts to address priority housing and community needs.
