ECONOMIC DEVELOPMENT ACTIVITIES TO CREATE JOBS FOR Low- OR MODERATE-INCOME <br />PERSONS <br /> <br />The City did not undertake activities utilizing CDBG funds for economic development <br />during the report period. If the City had funded economic development activities with <br />CDBG funds, the following narratives would be provided to recap accomplishments. <br /> <br />1. Actions taken by the City and businesses to ensure first consideration was given to <br />low-/moderate-income persons. <br /> <br />2. Listing by job of all the permanent jobs created/retained, and those that were made <br />available to low-/moderate-income persons. <br /> <br />3. Special skills, work experience or education; steps taken to provide skills, <br />experience or education. <br /> <br />Even though Santa Ana did not use CDBG funds for economic development activities, <br />the City provided economic opportunities for residents through other programs including <br />the Redevelopment Agency funded Business Retention/Attraction program and <br />Workforce Investment Act programs. <br /> <br />G. ACTIVITIES TO SERVE LIMITED CLIENTELE NOT FALLING WITHIN ONE OF THE PRESUMED <br />BENEFICIARIES GROUPS (NATURE, LOCATION OR INFORMATION DEMONSTRATING ACTIVITIES <br />BENEFITED AT LEAST 51 % LOW- AND MODERATE-INCOME PERSONS) <br /> <br />CDBG funds were utilized to benefit several presumed beneficiaries. Programs funded <br />with CDBG for presumed beneficiaries included programs for seniors, the homeless, <br />abused/neglected children, victims of domestic violence, and disabled seniors/adults, <br />Other public services and community development activities not falling within one of the <br />presumed beneficiary categories were required to provide documentation to verify <br />income eligibility. For public service and housing activities, program staff collected, <br />verified, and documented household income data to determine eligibility. If appropriate, <br />a self-certification of household income was allowed. Activities with area-wide benefit <br />were limited to neighborhoods of the City where a majority of residents are of low- and <br />moderate-income.
