<br />Euclid Street Zone Change/Subdivision ER 2005-138 <br /> <br />Use Element FErR. For each environmental issue, the <br />analysis identifies the level of impact that is anticipated <br />to occur. Where required, mitigation measures have been <br />identified to reduce potentially significant impacts to a <br />level considered less than significant. <br /> <br />I. AESTHETICS <br /> <br />A. Have a substantial adverse effect on a scenic vista? <br /> <br />B. Damage scenic resources, including but not limited to <br />trees, rock outpourings and historic buildings wi thin <br />a State highway? <br /> <br />No Impact <br /> <br />The proj ect site is situated wi thin an urban setting and <br />surrounded by developed land uses. According to the City's <br />General Plan there are no scenic vistas or scenic resources <br />wi thin the immediate vicinity of the proj ect site. <br />Therefore, implementation of the proposed project would not <br />resul t in adverse impacts to any scenic vista or scenic <br />resources along a State Highway. <br /> <br />C. Substantially degrade the existing visual character or <br />quality of the site and it's surrounding? <br /> <br />Less Than Significant Impact <br /> <br />The General Plan Urban Design Element identifies that the <br />project site is located within the West Side Design <br />District. The Urban Design Element establishes goals and <br />policies to help guide the design of land uses proposed <br />within a Design District. Specifically, land uses proposed <br />within a Design District should exhibit high quality design <br />and should incorporate design elements that are <br />proportional and aesthetically related to the District <br />setting. <br /> <br />Through the City's development review process, the proposed <br />project was determined to be consistent with the City's <br />Urban Design Element and compatible with the existing <br />aesthetic environment within the project area. Therefore, <br />implementation of the proposed project would not decrease <br />the existing visual character of the project site or <br />surrounding project area. <br /> <br />2 <br /> <br />75A-21 <br />
