MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />July 13, 1985 <br /> <br />The meeting was called to order at 8:50 a.m., by Mayor Daniel E. Griset, <br />in Room 831, City Hall, 20 Civic Center Plaza. Councilmembers present <br />were John Acosta, Wilson B. Hart, P. Lee Johnson, Patricia A. McGuigan and <br />Mayor Griset. Also present were City Manager Robert C. Bobb and Clerk of <br />the Council Janice C. Guy. City Attorney Edward J. Cooper joined the <br />meeting at 9:00 a.m. Councilmenbers R. W. Luxembourger and Dan Young were <br />absent. <br /> <br />WORK STUDY SESSION <br /> <br />The Mayor reported on a meeting held the previous evening with <br />representatives of North Central Santa Ana regarding implementation of the <br />traffic plan approved by the Council for that neighborhood. He indicated <br />various secj~ents of the neighborhood were in disagreement regarding the <br />Plan and noted two items which he felt might assist with resolution of <br />neighborhood disagreement: 1) installation of a "no right turn" sign in <br />lieu of a sign symbolizing no right turn, at Flower and Memory Lane and <br />2) possible dismissal of tickets issued prior to July 15 to persons who <br />had violated the no right turn. He asked staff to investigate taking <br />action on these issues, and expressed the opinion that if the City were to <br />take the initial conciliatory step that it might lead to concessions on <br />the part of the neighbors. <br /> <br />Water Utility Bud~et <br /> <br />The Executive Director of the Utilities Agency presented the Department's <br />budget, briefly discussing the major progrems of water main and meter <br />replacement, preventive maintenance, water well replacement, and <br />hydroelectric generation, as well as the Green Acres water reclemation <br />project and the need to construct additional reservoir capacity. The <br />Director responded to Councilmembers' specific questions, including but <br />not limited to the following: the variance between the City's present <br />water reserve capacity and ideal storage capacity, the-ratio of pemped <br />water to purchased water, the ratio of meter fees to total water sales, <br />the hydrogeneration process, the causes for increases in water rates and <br />the management of the City sewer system. <br /> <br />Mayor Griset left the meeting at 9:25 a.m. <br /> <br />The Council requested a clarification of the recent proposal of the <br />Sanitation Districts to transfer sanitation fees to the tax rolls, and <br />specific figures for the City's income from meter charges. <br /> <br />CITY COUNCIL MINUTES <br /> <br />299 JULY 13, 1985 <br /> <br /> <br />
