The Council recessed at 9:50 a.m., and reconvened at 10:00 a.m., with the <br />s~me Councilmembers present except the Mayor. <br /> <br />Co~m~unit~; Development and Housing Budget <br /> <br />The Executive Director of Community Develol~nent and Housing presented the <br />Department's budget, reviewing the accomplishments and describing 1985-86 <br />proposed programs. Referencing an organization chart delineating the four <br />major functions of the department -- Planning, Cormnunity Preservation, <br />Housing, and Pemit/Inspections -- he presented further detail on several <br />upcoming programs, including an ombudsperson for the Permit Counter, a <br />Business Safety Program under the Permit Inspections Division, and <br />production of new housing; and explained increases in fees required for <br />full cost recovery of the Code Enforc~nent Program. <br /> <br />Councilm~nber Acosta inquired as to the reasons for the deficiencies in <br />the cost projections for the Code Enforcement Program, and expressed <br />concern with the administration of the Program. <br /> <br />At 11:57 a.m., Mayor Griset rejoined the meeting. <br /> <br />Councilm~m~bers discussed various aspects of the Community Development and <br />Housing budget, including but not limited to: The impact of positions <br />which had been budgeted but not yet filled on the Department's production, <br />the possibility of installing an express line for experienced persons <br />seeking permits, the impact on service delivery caused by the Department <br />having the smallest per capita planning staff in Orange County, the <br />technicalities of cross-training building inspectors in other trades, the <br />location of the housing develol~nent operation in the Cc~munlty Develoi~nent <br />as opposed to the Economic Develo~nent Agency, and the possible use of <br />volunteers to assist with custcmer service in the Permit/Inspection <br />Division. <br /> <br />Councilm~nber Acosta requested an analysis of the Code Enforcament <br />Program, as well as additional background information on the Business <br />Safety Prngram. <br /> <br />Councilmember Hart requested staff provide information relative to a <br />proposed but deleted increase to Advance Planning staff. <br /> <br />Councilmember McGuigan suggested that a slide show depicting the sequence <br />of events for acquiring a building permit be developed. <br /> <br />The Council recessed at 12:35 p.m., and reconvened at 12:45 p.m., with the <br />same members present. <br /> <br />CITY COUNCIL MINUTES <br /> <br />300 JULY 13, 1985 <br /> <br /> <br />
