Direct the City Attorney to prepare and authorize the City Manager <br />and the Clerk of the Council to execute a contract with Taller San <br />Jose to provide paid training in the information technology, medical <br />careers and construction fields for twenty out-of-school youth from <br />October 1, 2005, through June 30, 2006, for an amount not to exceed <br />$147,830. <br /> <br />6. Direct the City Attorney to prepare and authorize the City Manager <br />and the Clerk of the Council to execute an amendment to extend the <br />current Memorandum of Understanding with Santa Ana W /O/R/K Center <br />(Service Navigator) to coordinate youth service provider network <br />services through June 30, 2006, and to increase the amount by <br />$113,365 for an amount not to exceed $383,370. <br /> <br />DISCUSSION <br /> <br />Under the Workforce Investment Act (WIA), the Santa Ana Workforce <br />Investment Board (WIB) and its Youth Council are required to procure and <br />make funding recommendations in order to provide required WIA services to <br />local qualified youth. On June 24, 2005, the Santa Ana WIB authorized <br />the Youth Council to release a new Request for Proposal seeking providers <br />of youth services for the period of October 1, 2005, through June 30, <br />2006, utilizing Program Year 2005-06 WIA youth funds. The current <br />procurement procedures allow for contracts to be extended for three <br />consecutive years and then require new procurement efforts be implemented <br />in order to ensure all interested local agencies serving youth have an <br />opportuni ty to participate in the process. The process was completed <br />August 19, 2005, and the Santa Ana Youth Council presented its <br />recommendations to the Santa Ana WIB on September 9, 2005. <br /> <br />The Santa Ana WIB approved the new youth service provider contracts at <br />its September 9, 2005, meeting utilizing the 2005-06 WIA grant allocation <br />as well as some of the carryover funds from 2004-05. Services provided <br />to the youth include comprehensive education and employment preparation <br />services for both In-School and Out-of-School youth who are Santa Ana <br />residents between the ages of 16 and 21. <br /> <br />25E-2 <br /> <br />
