<br />Amendment Application No. 2005-07 <br />Tentative Tract Map No. 2005-08 <br />Development Agreement No. 2005-03 <br />Site Plan Review No. 2005-03 <br />September 12, 2005 <br />Page 6 <br /> <br />Additionally, the proposal is in keeping with the surrounding area and <br />will improve the desirability of investment in the City. Finally, the <br />project has been determined to be in compliance with applicable parking, <br />landscaping and architectural provisions governing the project. <br /> <br />The development project will enhance and provide a positive improvement to <br />the north Main Street districts through the development of a key site <br />along Main Street and adj acent to significant cultural resources. The <br />development of this site with high quality design, materials and finishes, <br />the inclusion of commercial activity fronting along Main Street and an <br />outdoor space at the intersection with Twentieth Street will help energize <br />and strengthen this commercial corridor. The proj ect will reinforce an <br />active, vibrant urban lifestyle envisioned within the District Center <br />designation of the General Plan. Additionally, the proj ect will be of <br />direct benefit to the community by providing additional housing sensitive <br />to its neighbors and neighborhood serving uses in this area of the City. <br />The project addresses many goals and policies of the General Plan by <br />assisting in the growth of an economically viable corridor, provision of a <br />variety of residential land uses and the construction of a high quality <br />development project. <br /> <br />Based upon the above analysis of the project, consistency with the City's <br />General Plan and applicable zoning requirements, it is recommended that <br />Amendment Application No. 2005-07, Development Agreement No. 2005-03 and <br />Tentative Tract Map No. 2005-08 be approved as conditioned (Exhibits 7 and <br />8) . <br /> <br />CEQA Compliance <br /> <br />In accordance with the California Environmental Quality Act, a mitigated <br />negative declaration Environmental Review No. 2005-18 has been prepared <br />for this project.
