MINUTES OF THE ADJOURNED AND REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />September 3, 1985 <br /> <br />The meeting was called to order at 12:40 p.m., in Room 831, City Hall, <br />20 Civic Center Plaza, by Mayor Daniel E. Griset. Councilm~nbers <br />present were John Acosta, Wilson B. Hart, P. Lee Johnson, and Mayor <br />Griset. Also present were City Manager Robert C. Bobb, City Attorney <br />Edward J. Cooper and Clerk of the Council Janice C. Guy. Council- <br />m~mber R. W. Luxembourger joined the meeting at 1:07 p.m. Council- <br />members Patricia A. McGuigan and Dan Young were absent. <br /> <br />WORK STUDY SESSION <br /> <br />SWAT/Hypes Program <br /> <br />The Police Chief described the specific components of a proposed new <br />program, the SWAT/Hypes Program, including its objectives, methods, <br />time frame, logistic support, required personnel adjus~nents, <br />methods of operation, preliminary activities, and anticipated impacts <br />upon major crimes such as narcotics, burglaries, robberies, and <br />thefts. He then responded to Councilmembers' questions concerning <br />implementation of the program, and current Police operations and <br />procedures. <br /> <br />The Mayor requested that the SWAT/Hypes Program be placed on the <br />September 17 agenda for authorization by the Council. The City <br />Manager indicated staff would continue to provide additional informa- <br />tion concerning program develol~nent. <br /> <br />Council Workshop Action Plan <br /> <br />Councilmembers discussed at length specific points contained in a memo <br />prepared by Richard A. Hughes, dated August 20, 1985, entitled "Re- <br />sults of Workshop on August 10-11, 1985." Councilmember Acosta re- <br />quested that the Council be provided with the cost of both the recent <br />Council workshop and the preceding workshop conducted in February, <br />1985. <br /> <br />As part of the action steps agreed on to strengthen the Council's <br />leadership role, the Mayor indicated that fr~n henceforward the <br />Council's work study session would be coordinated through the Mayor's <br />office.
