Council Committees <br /> <br />The Mayor distributed a list of possible Council Coranittees, discussed <br />briefly how a Council Committee structure might function and indicated <br />the subject would be discussed in more detail at future Council meet- <br />ings before proceeding with impl~m~entation. <br /> <br />The Council recessed at 2:55 p.m., and reconvened at 3:05 p.m., with <br />the same members present. <br /> <br />Housing Production Program <br /> <br />Following discussion, the Council, by unanimous informal consent, <br />agreed to defer discussion of the Housing Production Program prepared <br />as part of the 10-point action program for neighborhood preservation <br />until September 17, 1985 when all Councilmembers were scheduled to be <br />present. <br /> <br />The Council recessed at 3:20 p.m., and reconvened at 3:30 p.m., in <br />Room 147, Council Chambers, 22 Civic Center Plaza, with the same <br />m~bers present. <br /> <br />North Central Santa Ana Traffic Plan <br /> <br />George Alvarez, Transportation Develo~nent Engineer, provided an over- <br />view of the measures which had been taken to reduce c~uter traffic <br />in the North Central Santa Ana Neighborhood, including installation <br />of four-way stop signs, restriping, requesting of CalTrans that the <br />I-5 Flower Street off-ramp be closed, and traffic signal modifica- <br />tions. He indicated that CalTrans had coramenced the study to close <br />the Flower Street off-r~np, and that staff was rec~r~ending that the <br />no-right-turn restriction at Flower and Memory Lane be retained, but <br />that the traffic diverters proposed for Seventeenth and Ross and <br />Seventeenth and Flower not be installed. <br /> <br />Both Alvarez and the Executive Director of the Public Services Ager~y <br />responded to questions frc~ Councilmembers and Messrs. Lo~nan, Hanna, <br />Huffer, and Ms. Stewart, neighborhood residents, regarding specific <br />recora~endations in the Plan. The Mayor indicated the final decision <br />on the North Central Santa Ana Traffic Plan would be deferred to <br />September 17, pending the constitution of a full Council. <br /> <br />Councilmembers discussed their concerns relative to Consent Calendar <br />itams. <br /> <br />By unanimous informal consent, the Council agreed to discuss a mural <br />proposed for the Bowers Muse~n, as well as several proposed for the <br />downtown area at the September 17 Council meeting. <br /> <br />The Council recessed at 5:12 p.m., and reconvened at 5:16 p.m., in the <br />Council Chambers with the same me~bers present. <br /> <br />CITY COUNCIL MINUTES <br /> <br />405 <br /> <br />SEPTI~ER 3, 1985 <br /> <br /> <br />
