City of Santa Ana Public Works Agency <br />Response to RFP for General Right of Way Services <br />SECTION A: PROJECT UNDERSTANDING &: APPROACH <br />This section outlines our understanding and approach to the work and the real estate services provided <br />by Paragon Partners Ltd. (Paragon). <br />Understanding <br />Paragon understands that the work to be accomplished by the Consultant selected for the General Right <br />of Way Services contract includes Appraisal, Acquisition, Relocation Assistance and Other Real Estate <br />Related Services as identified in the RFP Scope of Services Section IV. The City requires assistance <br />with these services to accommodate the development of various roadway widening and other public <br />improvement projects. It is clear that tasks will be distributed to firms based on their ability to perform <br />the required work. The Paragon team possesses all of the expertise and ability to perform the required <br />work identified within strict schedule and budget parameters. <br />Paragon understands that it will coordinate with the City, other consultants and other involved agencies <br />during the course of the City's projects. Paragon and its staff members have great deal of experience <br />working with Caltrans, FHWA, EPA, State Water Quality Board, various title & escrow companies, the <br />County of Orange, and other agencies and consultants in the area. <br />We also understand that real estate services for the City must follow the State guidelines as set forth in <br />Section 7260 of the Government Code and/or the Uniform Relocation Assistance and Real Property <br />Acquisitions Policies Act of 1970, as amended (Title 49, Code of Federal Regulations, Part 24) <br />(Uniform Act). We are very familiar with these regulations and guidelines, as they are practiced on <br />many other projects we are and have been involved in. <br />Approach to Work Assignments <br />Paragon is familiar with and has utilized the City of Santa Ana's Scope of Work for Appraisal, <br />Acquisition and Conveyance, Fixture and Equipment Appraisal, Loss of Goodwill, Environmental Phase <br />I and II Assessments on other City assignments. The following proposed standard Scopes of Work will <br />be customized to meet the specific needs of future Full Service Real Estate projects awarded to Paragon. <br />Project Management <br />Project Management is critical for delivery of each element of the proposed Right of Way (ROW) and <br />other related expert consulting services anticipated by the City's RFQ. This requires an experienced <br />Project Manager and an experienced Project Team with a local presence. Paragon possesses that <br />capability and more. We understand the dynamics and requirements of the City, as well as the impact to <br />the community, property owners and displacees, and other stakeholders. <br />2 <br />
