of Santa Ana Public Works <br />Response to RFP for General Right of Way Services <br />Paragon proposes Mr. Peter Carpenter as our Project Manager. Mr. Carpenter has over 25 years of <br />experience in public agency administration, specializing in Real Estate, Public Policy and Finance. Mr. <br />Carpenter will be supported by senior task leaders, including Charles W. Wadell, Jr. hi addition to his <br />role as a task leader, Mr. Wadell, as a corporate officer, serves as Paragon's Corporate Broker. <br />Our Team has at its disposal a full complement of technical and administrative support personnel to <br />provide the full range of ROW services necessary to successfully deliver each of the City's proposed <br />projects. This support team will plan, organize, supervise, coordinate and administer the various <br />elements of the scope of work including, but not limited' to, contract and subcontract administration, <br />DBE utilization and reporting, document control, Caltrans Certification, and closeout at the conclusion <br />of the Project. Mr. Carpenter will direct, monitor, manage and oversee the delivery of services from all <br />team members to assure conformance with all applicable federal, state and local regulations and <br />circulars, the City's policies and procedures, quality control requirements, budgets and schedules. <br />Coordination of Sub -Consultant Activities <br />Paragon plans to enter into subcontracts with others for the performance of portions of the proposed City <br />assignments. The requirements of the City's Request for Qualifications and any resultant agreement will <br />apply to all sub -consultants in the same manner as it applies to Paragon. Paragon has a standard sub - <br />consultant Agreement providing definitions for communications, performance of services, including <br />quality assurance and quality control. All of the sub -consultants communications with the City or <br />Paragon's other sub -consultants will be coordinated through our Project Manager. <br />Quality Assurance/Quality Control (QA/QC) <br />The Paragon Quality Management System is designed to achieve continuous improvement and quality <br />goals on each project. In addition to ensuring quality performance, the Quality Management System <br />also helps control costs by minimizing re -work and omissions. The elements of the system are detailed <br />in Paragon's Quality Assurance/Quality Control Manual (QA/QC) and meet: Applicable laws, <br />guidelines and licensing requirements; prevailing industry standards; contract requirements; and client <br />quality expectations. <br />Paragon's QA/QC Manual describes the Organization and responsibility and authority of the quality <br />team members. Line Management includes: the President, Chief Operating Officer, Regional Managers <br />and the Quality Manager. Each of these team members have a combination of formal educational and <br />hands-on project experience in the disciplines of appraisal, right of way engineering, real property law, <br />real property negotiation and acquisition and relocation assistance. <br />A Project -Specific Quality Plan is required for all projects. It is prepared by the Project Manager and <br />approved by a Principal and the Corporate Broker before project start-up. The Project -Specific Quality <br />Plan contains the following elements: Administrative & Client Information; Client Objectives; Project <br />Description; Delivery Milestones; Quality Control Staff and Budget; CAD Standards; Report Format <br />Standards; Specialty Software; and Special Guidelines. <br />3 <br />
