City of Santa Ana Public Works Agency <br />Response to RFP for General Right of Way Services <br />renting of property prior to being needed for construction of the Project will also be addressed. <br />Procedures for coordinating with the City's other contractors will also be delineated. Finally, Paragon <br />will provide a checklist for lead/asbestos testing and abatement and subsequent demolition. <br />Property Inventory Report <br />A Property Inventory Report (PIR) will be submitted monthly to the City by the date specified. It will <br />list the properties owned by the City and their status. The PIR will contain the status of interim rental <br />collections, lead and asbestos testing & abatement, board -up, fencing and demolition data. <br />Turnover and Securing of Property <br />Within one working day from close of escrow, Paragon will secure the property to protect the asset from <br />trespassers, vandals, or looters. Paragon will (1) inspect the property and take digital photographs; (2) <br />notify the Police Department of the newly vacated property; and (3) re -key locks, fence and board up, <br />and place ownership and no dumping signs. In addition, we will deal with any other urgent issue in <br />accordance with the City's policies and procedures. Unless the property is to be leased or rented, utility <br />company notification for shutoff will be made within one working day of close of escrow. As required, <br />Paragon will arrange for pest control, debris removal, and will deal with any other condition noted on a <br />specific parcel as is prudent and necessary under the circumstances. <br />Demolition and Subsequent Management <br />Vacated structures will be razed as quickly as economically feasible. Paragon will oversee and <br />coordinate the demolition of these structures. Included in this task are: lead/asbestos/other hazardous <br />materials inspection and removal (expected to be an issue because of the age of many of the structures in <br />the Project area), removal of locks, capping of utilities, demolition of structures and removal of debris, <br />removal of landscaping trees and shrubs unless they are scheduled for preservation, and fencing/re- <br />fencing of vacant lots with gates and master keyed locks. Properties will be left in a safe, sanitary, and <br />secure condition, and will be made ready for construction. The properties will be inspected for trash, <br />weeds, graffiti, etc. at least twice a week. Ownership signs will be replaced as necessary. Any adverse <br />conditions found will be rectified as soon as is necessary or practical. <br />Landlord and Accounting Services <br />The City may plan to lease or rent acquired properties prior to construction. Since many of the properties <br />are not owner occupied, it is anticipated that Paragon, as the City's Property Manager, may serve as <br />landlord on behalf of the City for an interim period until all tenants are relocated. Rental agreements or <br />leases will be prepared. In the event of a take over of an existing lease, Paragon will review the lease and <br />determine any landlord duties that must be performed during the interim period before the tenant is <br />relocated. We will ensure that utilities and other basic services are available to occupants of structures <br />under lease or rental. Paragon will make every reasonable effort to collect rent when due and either <br />deposit the funds in a trust account or transmit immediately to the City.
