Fes_ City of Santa Ana Public Works Agency <br />Response to RFP for General Right of Way Services <br />received and disbursed and the status of uncollected rents with a monthly Rent Collection Report and a <br />monthly Rent Receivables Aging Report. <br />Record Keeping and Reports <br />The Project Database will contain all the data necessary to efficiently track the status, history, and <br />progress of each parcel. The PIR will be updated regularly, with ad hoc reports available as required. A <br />diary for each property will be included in the database. The Property Manager will review the Property <br />Inventory Report with the City staff on a monthly basis to insure proper coordination. <br />Environmental Assessment/Lead & Asbestos Surveys <br />1. Consultant will generally follow the standard practices of the American Society for Testing <br />Materials (ASTM) Phase I Environmental Site Assessment Process (Standard: E1527-00). <br />2. The Consultant will review regulatory agency records to identify recognized environmental <br />conditions in connection with the property(ies). <br />3. Historical use information through the review of aerial photographs, fire insurance maps, building <br />permits, and USGS topographical maps. No other data sources will be checked/reviewed. <br />4. Visual survey of property(ies) and adjacent sites for indications of potential for contamination and <br />contamination generators. Paragon's sub -consultant will visit the property(ies) for interviewing site <br />personnel and conducting a site reconnaissance. The objective of the site reconnaissance is to obtain <br />information indicating that likelihood of identifying recognized environmental conditions in <br />connection with the property(ies). <br />5. A reasonable attempt will be made to interview the current owner(s), site manager(s), major <br />occupant(s) and occupant(s) whose operations are likely to indicate recognized environmental <br />conditions in connection with the property(ies). <br />6. If appropriate, a reasonable attempt will be made to contact local government officials regarding <br />recognized environmental conditions in connection with the property(ies). <br />7. The results of the field site reconnaissance will be summarized, along with summaries of the site <br />personnel interviews,' site characteristics, records review, historical review, and potential for <br />contamination; this will be used to develop conclusions and recommendations for additional work, if <br />required, at the property(ies). <br />8. Findings, opinions, conclusions and supporting data will be presented in an environmental site <br />assessment report. Four copies of the report will be submitted to the City. <br />Title Insurance and Escrow Services <br />Paragon utilizes a number of qualified local title companies to provide the title and escrow services <br />needed. Paragon has worked with both of these companies for many years on a variety of projects. The <br />tasks related to providing title and escrow services for the Project are discussed below: <br />11 <br />
