Fes_ City of Santa Ana Public Works Agency Response to RFP for General Right of Way Services received and disbursed and the status of uncollected rents with a monthly Rent Collection Report and a monthly Rent Receivables Aging Report. Record Keeping and Reports The Project Database will contain all the data necessary to efficiently track the status, history, and progress of each parcel. The PIR will be updated regularly, with ad hoc reports available as required. A diary for each property will be included in the database. The Property Manager will review the Property Inventory Report with the City staff on a monthly basis to insure proper coordination. Environmental Assessment/Lead & Asbestos Surveys 1. Consultant will generally follow the standard practices of the American Society for Testing Materials (ASTM) Phase I Environmental Site Assessment Process (Standard: E1527-00). 2. The Consultant will review regulatory agency records to identify recognized environmental conditions in connection with the property(ies). 3. Historical use information through the review of aerial photographs, fire insurance maps, building permits, and USGS topographical maps. No other data sources will be checked/reviewed. 4. Visual survey of property(ies) and adjacent sites for indications of potential for contamination and contamination generators. Paragon's sub -consultant will visit the property(ies) for interviewing site personnel and conducting a site reconnaissance. The objective of the site reconnaissance is to obtain information indicating that likelihood of identifying recognized environmental conditions in connection with the property(ies). 5. A reasonable attempt will be made to interview the current owner(s), site manager(s), major occupant(s) and occupant(s) whose operations are likely to indicate recognized environmental conditions in connection with the property(ies). 6. If appropriate, a reasonable attempt will be made to contact local government officials regarding recognized environmental conditions in connection with the property(ies). 7. The results of the field site reconnaissance will be summarized, along with summaries of the site personnel interviews,' site characteristics, records review, historical review, and potential for contamination; this will be used to develop conclusions and recommendations for additional work, if required, at the property(ies). 8. Findings, opinions, conclusions and supporting data will be presented in an environmental site assessment report. Four copies of the report will be submitted to the City. Title Insurance and Escrow Services Paragon utilizes a number of qualified local title companies to provide the title and escrow services needed. Paragon has worked with both of these companies for many years on a variety of projects. The tasks related to providing title and escrow services for the Project are discussed below: 11
