Q-..,... o..a..-.. tau <br />of Santa Ana Public Works <br />Response to RFP for General Right of Way Services <br />SECTION B: ORGANIZATION CHART, RESUMES & AVAILABILITY OF PERSONNEL <br />Paragon recognizes that the projects required by the City may fluctuate in size, frequency, and schedule. <br />Paragon's Project Manager is supported by a fall range of real estate professionals to ensure appropriate <br />staffing for any and all City projects. This section, along with the attached organizational chart, provides <br />a brief description of our ability to provide acquisition related services to the City for any size project. <br />The professional staff assigned to the City of Santa Ana for its public works projects are experts in the <br />area of public works real estate acquisition projects. They consistently produce high quality, <br />professional and complete work products. They are intimately familiar with all applicable federal, state <br />and local regulations, policies, procedures and standards, including the Uniform Standard of <br />Professional Appraisal Practice, and the Uniform Relocation Assistance and Real Property Acquisition <br />Policies Act, as amended. They have experience with projects funded with various local, state and <br />federal funds, and will follow the latest applicable regulations. Resumes for our key personnel are <br />included in the Resume Section of our proposal. Bi-lingual capabilities (English & Spanish) are <br />indicated both in the attached resumes and on our organizational chart. <br />Paragon will assign Peter J. Carpenter as Project Manager for City of Santa Ana projects. Mr. Carpenter <br />is a seasoned city real estate expert with 25-plus years of experience representing various public entities <br />either as an employee or as a consultant. This directly relevant experience ensures an efficient and <br />effective management. Mr. Carpenter will be the primary contact representing Paragon. He will work in <br />close coordination with the City staff and all other City personnel as necessary to ensure successful <br />projects and tasks for the City. <br />A Team Organizational Chart is included in this section to demonstrate the relational responsibilities of <br />the various professionals and their respective companies, which Paragon will assign to City projects as <br />needed. This chart has been developed to indicate the relationships and responsibilities associated with <br />each of the categories and tasks identified in the Scope of Services section of the Request for Proposals. <br />Paragon has long-standing relationships with the sub -consultants selected to support the City's projects. <br />We have the utmost confidence in their abilities and involvement, as they have extensive experience in <br />public projects and possess a high degree of professional integrity and skill. <br />Paragon's Project Manager (PM) will coordinate all necessary activities with the City Staff, other <br />consultants, entities, or agencies as appropriate to successfully accomplish any assigned work. This <br />close coordination, and Team concept, will ensure satisfactory and timely delivery of the final work <br />products for various assigned tasks. <br />Our PM will meet with City Staff for a project "kick-off meeting" to verify the project requirements as <br />to progress reporting, day-to-day coordination and other requirements. This will include when and who <br />to copy with various types of correspondence, documents, file preparation, etc. for various tasks. <br />13 <br />
