The plan will includc a method, schcdule and communication <br />measures that will ensure that the 2005 UWMP will be preparcd in accordance <br />with thc Urban Water Management Planning Act of 1983, as amended (Act). <br />Psomas recently conducted an analysis of the Act for 2005, which identifies the <br />specific changes from the 2000 requirements of the Act, and we are thoroughly <br />familiar with the new requircmcnts. <br /> <br />Psomas staff will utilize our knowledgc of the City and use the City's 2000 <br />UWMP as a foundation to develop the 2005 UWMP Update. Essential data <br />will be obtained, reviewed, and incorporated, whcre appropriate, that includes <br />existing water planning documents, plans and studics on thc local, regional and <br />state levcls. <br /> <br />Additionally, we will utilize our knowledge of water issues, infonnation gained <br />at the recent DWR workshops on 2005 UWMP development, requirements of <br />the Act, and requirements for water supply assessments based on SB 610 and SB <br />221. To accomplish this, Psomas will utilize the January 18,2005, Guidebook to <br />Assist Water Suppliers in the Preparation of a 2005 Urban Water Management <br />Plan prepared by DWR; DWR's 2005 Urban Water Management Plan "Review <br />for Completeness" Form and DWR's 2005 Urban Water Management Plan <br />"Review of Demand Management Measurcs for Completeness" Form. This <br />approach will facilitate the preparation of a "complete" 2005 UWMP as <br />evaluatcd by DWR staff. <br /> <br />Psomas will also utilize DWR's Guidebook for Implementation of Senate Bill <br />610 and Senate Bill 221 to incorporate and integrate, where appropriate for the <br />City, land use and water supply planning. Additionally, Psomas recommends and <br />will utilize demand and supply projections through the year 2030 providing for <br />a 25-year planning period. The Act requires a 20-year planning period; however, <br />since UWMPs are required every five years, 25-year projections will consistently <br />provide a 20-year projection as required by SB 610 and SB 221.
